WASHINGTON, D C. - Congressman Bill Hughes (D-NJ) , has sharply criticized a proposal by the National Oceanic and Atmospheric Administration (NOAA) to transfer its key ocean dumping planning and coordination office from the east coast to Seattle, Wash. Speaking at a hearing of the House Subcomittee on Oceanography, Hughes charged that the agency transfer is the latest step in the government’s ongoing effort to undermine the federal ocean dumping

laws.

ment’s ability to closely monitor and review the Impact of ocean dumping along the east coast.” ; Hughes was the author the federal law which bids the dumping of harmful sewage sludge in the ocean. That law was to have taken effect Dec. 31, 1981. However, at virtually the last minute, the Environmental Protection Agency announced that it would not seek to enforce the law, and would allow tyew York City and several other municipalities to continue dumping sludge in the ocean. IN RESPONSE to EPA’s decision not to enforce the law, Hughes said as many as 17 citiefc have already begun to investigate the feasibility of dumping their sludge in the ocean. The net effect of this policy, he

warned, has been to undermine decades of progress in cleaning up the oceans and protecting the marine environment.
