SWAINTON - As the Gape May Regional Utilities Authority approaches construction phase on more of its regional projects, the MUA increasingly deals in multimillion dollar figures. Take the authority’s February meeting last week, for example. It was noted then that the firm of Boldnd, Baffin, Gordon and Sauttfer have Call Change Beginning Tuesday (February 23), New Jersey Be^ll instituted a new verification procedure for handling 1 calls billed to a third telephone from a public (coin) telepone. The procedure is aimed at reducing third-number billing fraud. Telephone operators will attempt to verify acceptance df the cliafge by the third party before processing the call. While the new procedure will cause slight delay it) processing thirdnumber billed calls, the •change is expected to benefit all'2.9 million New Jersey Bell customers. Under the new procedure, the call will not be ptocessed until the operator attempts to verify the billing for the call. Calls still will be completed if the .third number is busy or does not answer.

As if underscoring the huge sums they are dealing with routinely, MUA chairman John Vinci pointed out that AVA’s bid was more than 40 per cent befow the engineers estimate of $2.1 million — meaning a savings of almost $1 million. Mr. Vinci attributed this savings of nearly ten hundred thousand dollars to slow activity in the construction business — noting that 22 bids had been received for the contract.

N. CAPE jilAY - For the first time since the Cape May-Lewis ! Ferry began operating here, the line is expected to have a fulltime general manager stationed on this side of the bay. According, to Asst. General Manager David Chapman, ;the commissioners of ndie Delaware River and Bay Authority are to soon consider filling the position. • - ' •THIS IS THE first time we will have a fulltime general manager operating here," Chapman said. He indicated last week that previously j the general manager had operated out of New Castle, Del. The assistant manager also commented that the superintendent's position
— previously held by Capt. William G. Evans — is being eliminated, and the job of port captain created. The captain's duties will include • those previously handled by the port superintendent. CAPT, EVANS retired recently after serving the authority for some 16 years. '.Originally from Cape Charles, Va. he came here in 1964 after the boats he operated on the Chesapeak were sold to Cape May. According to Chapman, the new port captain should be aboard sometime this spring. It hasn't yet been determined whether the position will be filled from the outside or by promotion from within the autbority.
