We will fight tooth-and-nail against that. “The minds of children are as important to our national security as anything in the military budget, and the federal budget should reflect that.” Mrs. Fulton said. •THE NEW ELEMENTARY and secondary block grant, the new Title I budget, impact aid, vocational aid. student grants^ and library fu )ds all cc the same as only 40 hounrhf Pentagon spending, can anyone say the federal government spends too much on education and too little on defense?" Mrs Fulton applauded Gov Kean’s negative comments on the proposed Reagan budget, calling them a "realistic analysis of the Reagan budget' disaster " GOV. KEAN SAID, what NJEA’s been saying — that education and other social programs can’t stand any more cuts. Military spending must be curbed. Human needs must come fifst." goals - less regulation by the State Department of Education, less pMerwork, less bureaucracy^nd an end to "needless testing." NJEA has long called for the abolition of the State - Minimum Basic Skill Test (MBS) program saying it is expensive and gives educators information they already tyave. MRS. ^FULTON SAID NJEA would be "watching • Governor very carefully all through the state budget battles. "New Jersey may well be- the first test of the New Federalism," Mrs. Fulton stated. "Will the State of New Jersey meet its commitments? Wifi it send to school districts exactly the certified amounts of state money that local boards wefc told to expect as they made up 1962-83 budgets? It’s budget-making time' right, now. We need to know. ••IF THE STATE, follows Washingtort’s lead and reneges, every school board wilj be in the soup," Mrs. Fulton declared. "We will have made up budgets that won’t work. It Will be too late To raise local pro•perty taxes to make up the pifference. If state cuts
follow federal cuts, we’ll have a mess to match the crisis of '76.'' IN 1976. THE STATE told districts to anticipate a certain level of aid, but was unable to deliver the full amount because of tax battles. The resulting shortfalls in local budgets caused program cuts all over
the state.
MRS. FULTON SAID another major NJEA goal is "a broader scope of bargaining," so that NJEA members would have “the right fb sit as equals at the bargaining table." Saying

thit the failures in Poland, • the American atito industry, and educational administration in New Jersey proved "the uselessness of top-down management", Mrs. Fulton vowed' 1 NJEA would fight for a bill to widen the scope of negotia-
tions.
‘‘These failures demonstrate the futility — and the risk to us all — of letting a few self-styled experts call the shots. In education, strength and ex- ■ pertise are found in the classroom," Mrs. Fulton
said.
