WASHINGTON, D C. - Congressman Bill Hughes (D*NJ) has called for the creation of a special block grant fund, to provide continued funding for important coastal zone management and fisheries pro- - grams which have been cut from the federal budget. Hughes said the proposed fund, which was recently approved by the House Subcommittee on Oceanography, would be financed entirely through revenues which are already collected from outer continental shelf (OCS) oil and gas develop* ment activities, so it would not add a penny to the federal budget. *». ••CUTTING FUNDS, from fisheries programs will not achieve that much in the short-term, but will prevent us from making investments that will reap huge benefits in the end,” Hughes stated. "For every
dollar spent on fisheries program?, the benefits are realzied many times over. "This fund would be an ideal vehicle to support the conservation and careful development of fragile coastal resources,'^ Hughes said. "At the present time, the^overnment collects billions of ddilars each year from OCS activities. These revenues go directly into the general treasury. " "HOWEVER. RECENT budget cutS'*have undermined many coastal zone management apa fisheries programs," he continued. "Accordingly, we are proposing to divert a small fraction of OC$ revenues into those programs which are most directly affected by offshore drilling activities.” Hughes pointed out that the Administration’s accelerated OCS leasing pro--gram is expected to raise
