Blue Crabs Ending Nap TRENTON - After a winter’s nap in the mud, the blue crabs are beginning to emerge throughout the tidal creeks and bays along the entire New Jersey coast. The blue crab is a strong favorite among recreational fishermen, for more time is spent by people trying to cath crabs than any other marine fish or shellfish. Because of the widespread interest in this pasttime, the New Jersey Marine Fisheries Administration has made available an eight-page booklet entitled "New Jersey's Blue Crab.” THIS INFORMATIVE booklet contains detailed information on the biology, life history, the commercial and recreational fisheries of the crab as well as methods to catch and prepare them, and also a list of places to rent boats. Crabbers’ Licenses

TRENTON - The New Jersey Bureau of Shellfisheries reminds crabbers who use the "Maryland style” cubical crab pot that they must obtain a license this year. This regulation applies to both commercial and noncommercial crabbers using the Maryland style pot. The commercial license is required by any crabber using more than two crab pots or who offers the catch for sale or barter. The commercial license holder may also use a baited trot line not exceeding 1,000 feet in length. The commercial

license fee is $100.

Operational discharges are the product of routine washing of cargo tanks and flushing of pipes and result in releasing oilcontaminated water into the ocean. This is permitted under existing regulations but subject to strict controls over the amount of oil and location of the ship at the time of the discharge. THE PROPOSED regulations would require: — separate tanks, piping and pumping systems for ballast water only, thus preventing the mixing of ballast water with cargo

oil. or

— use of separate ballast tanks, but a common pumping and piping system which would be flushed when changing from cargo oil to ballast water. For vessels carrying only crude oil. the regulations would permit use of a crude oil washing system to clean

residue oil from tanks before using them for ballast, in lieu of the use of separate tanks. THE REQUIREMENTS are mandated by the Port and Tanker Safety Act of 1978 and would apply to existing tankers on Jan. 1, 1966 or when they reach 15 years of age. whichever oc-

curs later.

The Coast Guard is soliciting information regarding the economic impact of these standards, particularly the impact on shipbuilding and related industries for inclusion in a draft economic impact statement. This statement will accompany the release of the proposed rules at a

later date.
