Hughes Bill on OCS Funds Gains Committee Approval

WASHINGTON. DC - The House Merchant Maetne and Fisheries Com mitiee has approved a pro pnaal sponsored by Con Kressman Bill Hughes to distribute a portion of the federal Outer Continental Shelf (OCS) .revenue* to Ne% Jersey and other Coastal states Hughes said the OCS funds will be used to con timie a number of Important coastal zone manage ment and fisheries pr» grams which have been cut from the federal budget

At the same time, he said, the OCS revenue sharing funds will be used to restore a number of fisheries programs which were cut back due to budgetary constraints. For example, fishery assistance programs have been targeted for 33 percent reductions in funding, while the aquaculture research and devleopment program has been terminated entirely under the Administraion's budget. The federal coastal zone management and sea grant programs have similarly been targeted (or elimination. HUGHES POINTED out that the Administration's accelerated OCS leasing gram is expected to raiseNsome $18 billion in 1984. Hughes said New Jersey stands to receive as much as $9 million initially under this block grant program, to help pay for fisheries, coastal zone management, coastal energy impact, and resource enhancement programs. "By diverting a small fraction of the OCS revenues into coastal zone programs now, we will reap huge benefits in the long-run," Hughes said.
