Kean says, 'Tourism represents such a dynamic economic potential to our state that I am willing to increase it from $15 million to $4.5 million dollars in the budget That’s a terribly significant amount which puts us in a more competive position with other resort States.” (Later,

round residents, increased value in real estate, more customers for our stores and services and more ratables. , On dredging of waterways, the Cumberland County Republican reported the Commissione*of Environmental Protection “has come out for the state paying entirely for the dredging projects,” which Hurley applauds and Dr. M. Villane Assemblyman from Monmoth County, is drafting a bill to float a $50 million bond issue which he will introduce in the Assembly for the project, and Sen. Hurley will introduce a similar bill in the Senate. THE SENATOR exhorted Chamber members to work not only for retention of passenger rail service in South Jersey but to convince the Dept, of Transportatron that it would be a tourist service as well —. not just a commuter service taking peo-
ple out of the county to work in metropolitan areas. DOT Commissioner, John Sheridan, promised to review the proposal at a meeting with Hurley, when it was agreed that the Lindenwold to Atlantic City service was identified as having "the largest potential of any passenger rail service in the United States. HURLEY SAID he and other proponents were looking forward to tying into part of that corridor so passenger rail service can remain in Cape May County. There are two private transit companies that want to come in and run the service, but DOT is reluctnat, the senator indicated, because they aren't willing to share their possible profits. Hurley’s private contention is if private industry is willing to risk its capital on running a railroad, "We ought to let them do it."
At a Chamber of Commerce meeting in Ocean City, Chamber members from all over Cape May County agreed to do the advertising and promotion .for the service. ON THE MATTER of electric utility rate, hikes, Hurley said legislators now have the right to look into delivery of electric services and the way they are priced. It is currently under close scrutiny by Trenton and the Atlantic Electric rate increase request has holes in it, the senator indicated. "I predict that we are on the threshold of a new day ns it relates to the delivery of services here," he said. Finally, Hurley reported, the Dept, of Transportation has just given permission for each of the state roads crossing the Garden State Pkwy. to be designated by an exit numberNThis will obtain for all rohds from Crest Haven south, including Stone Harbor Blvd.

A WORKABLE, HOMEBUILT SOLAR WATER HEATER ■■■■_ I The In-Line Collector, designed by the research staff at THE MOTHER E! ^RTH NEWS, is a solar water heater that can easily be duplicated by the average handyman, and performs quite favorably when compared to commercial models. To build a 10‘ unit you'll need to purchase the listed materials from a building supply store. Then locate a saber saw. tinsnips, a hammer, a heavy-duty stapler, a utility knife, a caulk gun. some 50-50 solder, and a propane torch. Start by cutting a 9' 10" section from your 1 X 12 X 12'. Then cut a piece of Thermax to match the width and length of your 1X12. and secure the foam board to the wood with panel adhesive. Next, carve two grooves—down the length of the insulation—about 1/4 * deep and 6 inches apart on center. Now set the base aside and pull out the used printing plates (free, or low-cost, from any offset printing shop). Using your tinsnips, trim the sheets into fins that are approximately 5-1/2* X 6*. You'll need 72 of them for a 10'unit. Once all the BTU-catch-ers are trimmed to site, form an indentation along the 6" dimension in the middle of each one. With that done, lay out the lengthwise copper tubes on your workbench, and arrange the fins above and below the pipes Iwith the printed sides in). Then just move down the line, stapling the upper and lower aluminum plates together at points close to the pipes. Next, grab your torch and solder, and link the two elbows and the 6’ hard copper crosspiece to the long tubes ... to complete the "innards” of your collector. Just lay the assembly into the grooves in the Thermax. paint the whole thing flat black, and you're ready to begin attaching the cover. To make the endpieces. wrap the fiberglass around the collector and trace the appropriate curve on two 4-1/2’ pieces cut from your leftover 1 X 12. Trim out the shaped pieces of wood with a saber saw. In one of the two endpieces bore two 3/4* holes 2 inches above the base of the end board and 6 inches apart (on center) to allow for the collector tubes. Then fasten each rippled board in place with No. 10X2* wood screws. Lay the sheet of corrugated material on the assembly as shown and trim it to size. (Leave about a quarter-inch of overlap at both the aides and the ends to provide a lip for the silicone sealant to grip.) Then drill starter holes through the corrugated material at one-foot intervals along the sides and in each hump on the end pieces. Now lay a substantial bead of silicone sealant along all the edges, and nail the glazing down with the aluminum roofing nails. The heaters can then be hung horizont /or vertically. The collectorisl should be assisted by a small pump and controlled* by a differential thermostat. (If you use multiple panels, you should connect the inlets to a "Y" on the pump, and the outlets should be independent... in order to maintain the collectors' "balanced flow" trait.)
