Although acknowledging that the goal of planning is to try to keep zones as homegeneous as possible, Mr Conley indicated there are certain needs — including churches, banks rescue building and firehouses — that become necessary in residental areas as the population increases. "One of the nicest things you can have in a residential area is a church," Mr Conley said, stressing that they reprsent a low usage of ground, are not large generators of trash.
