MUA Bids for Public Confidence...
Contests Seen Over Pines
SWAINTON - In what attorney John H. Mead described "as an effort to build public confidence in the authority’s appraisal and acquisition procedures for the landfill site," The Cape May County Municipal Utilities Authority last Wednesday voted 3 to 2 to hire a third appraiser to review the work of the present appraisers. G. Fred Burlazzi of Belleville, was retained to review the appraisals currently being performed by Norman LeGore of Vineland, and Roman Oshadachuk of Wildwood. Burlazzi will be paid $95 per hour for time not to ex- * ceed 30 hours. MUA Commissioners Roy Gillian. Charles Hathaway and Carmen Alvarez favored the move while William F.X. Band and Joakim Joanides opposed it. "It is a common practice to use a review appraiser in real estate transactions involving large tracts,” Mead explained. "The New Jersey Dept, of Transportation has often employed the technique." In addition to protecting the public’s interest, Mead said the authority should also try to protect itself from criticism. "It is an extremely cautious move but one that is desirable after the criticism leveled at the authority over the pur- ‘ chase of the Menhaden plant site," he said. "Remember, too, this landfill site is located in the Pinelands and the impact of that fact on land values
is difficult to assess," Mead said. The proposed landfill site, located on the Woodbihe-Upper Township border, will also undergo additional baseline groundwater tests under action
