While sympathizing with the owner’s Unhappiness, council members felt that all that could be done this’year was to write or conQtotthe present owners of permits and appeahto their sense of fair play.

Social Security Won t Go Broke

A Superior Court ruling last Friday upheld a state law allowing veterans to operate pushcarts even if prohibited by ordinance. The court ruled in favor of vendor Robert Kahan, and issued a temporary restraining order against the enforcement of the local pushcart ordinances. THE COURT, however, placed several restrictions on pushcart operations. They include that all vendors must be veterans validly licensed and registered with the county clerk, and must operate no closer than 10 ft. to the entrance of a bar. restaurant or hotel. Also, the vendors can not operate on private property, block any right of way or leave their carts unattended Asst. Leaving COURT HOUSE - First assistant county prosecutor Peter Hamerslag intends to leave his position to take a job as an assistant prosecutor in Middlesex County. According to reports. Mr. Hamerslag plans to complete some outstanding business here before taking on his new duties in Middlesex sometime in August.

However, he foresees Congress takmg steps after the November election to bring Social Security back into balance — action that will ultimately result in higher payroll taxes, reduced benefits to future beneficiaries, or a combination of both. "THERE ARE SIMPLE solutions," Svahn said. But he added that none are "politically viable." "Everything boils down to paying more now ayroll taxesor receiving less benefits in the future," he explained. According to Svahn, by October the system will be borrowing from its disability and hospitalization trust funds to finance the Old Age and Survivors Insurance Fund (OASI). He emphasized some $11 billion will have to be borrowed by the end of the year, noting that the system now only has a one-month surplus compared to a twelve-month surplus 10 years ago. "This talk has frightened people, and I think they have been needlessly frightened," he said. CONTINUING. THE Commissioner pointed out that 1 the "biggest problem" today is that 70 per cent of younger workers are afraid they will never receive their retirement benefits because the Social Security system is perceived to be going bankrupt. "I can guarantee you Congress and the President are not going to let that happen," he said, stressing that President Reagan is "a practical compromiser and will work within the system" to get it back in balance. Several proposals are on the drawing board as possible remedies — setting a later retirement age to receive full benefits, reducing the cost-of-living adjustment granted retirees, and possible advancement in scheduled tax increases proposed for the next several years. MR. SVAHN DECLINED to reveal which he personally endorses. Proposals arc now being studied by a 15-member bipartisan committee recently appointed by President Beagan and chaired by economist Alan Greenspan. The panel is expected to prteent its findings and recommendations by Dec. 31 Svahn — who is a cousin of Cape May mayor Arthur Blomkvest — was appointed as Social Security Commissioner by President Reagan in 1981 He oversees a department employing some 80,000 workers in more than 1.400 offices across the country Previously Mr Svahn served as director of the California Dept of Social Welfare under Gov Reagan, and was principal ar chitect of the state’s program for welfare reform
