Thomas Kean, Hughes urged that the constitutional amendment be approved quickly in order to help defuse the controversial riparian rights dispute. •■THE RIPARIAN rights issue is a matter of great concern to all residents of New Jersey," Hughes

wrote. “With the release of the first tidelands maps, the state has already laid claim to tens of thousands of homes, businesses and public facilities. As additional maps are released by the Tidelands Resource Council, many more property owners will be subjected to state claims. “This clouding of title has confused and angered many residents of New Jersey,’’ he continued. “These citizens have worked hard for many yedrs to own, maintain and pay taxes on their property in accordance with the law. is unfair for the State to suddenly order these people to repurchase their property on the basis of a riparian law which is outdated and badly in need of change." HUGHES SAID the basic approach of the constitutional amendment should be to establish different riparian fees for residential, commercial and industrial property. However, he urged the governor waive the fees entirely for improved residential property. •'Since thousands of homes are affected by riparian claims. I believe the Ikirest and simplest way to resolve this controversy would be to set the

reclamation fee for improved residential property at zero." he wrote. "If this is not achievable, then residential property should be valued according to its original purchase price, the length of time it has beer^ owned, and the amount of property taxes which the owners have paid over the years." By waiving the fees on residential property, Hughes said, the state would immediately resolve the single greatest concern of all property owners: the fear that the State will take their home. This would also eliminate the need for costly and timh-consuming title searches and appraisals by homeowners.

"We need block parents willing to offer help to children in distress and display the Helping Hand' card in their windows," Wilson said.

WILSON EXPLAINED that children are taught in elementary school to look for the red and white helping hand placard in windows of homes and go to the nearest block parent if they are approached by a stranger who offers them goods or tries to touch or grab them.
