Hughes For ‘Flat Tax’ Plan
WASHINGTON. D *C. - Congressman Bill Hughes (D-NJ) has announced his support for replacing the present tax code with a modified "flat lax" plan that would treat most taxpayers equally. "Our current federal tax structure. while theoretically based on each individual's ability to pay. has become so riddled with loopholes and special interest provisions that few if any Americans regard it as truly fair," Hughes said. AS AN EXAMPLE. Hughes cited the tax benefits recently claimed by Attorney General William French Smith wh^h would have allowed him to write off $66,000 from income based on an actual investment of just $16,000. "There is no question that, if we are to restore credibility to our tax system a massive restructuring and simplification is in order so that all businesses and individuals pay nothing more or less than their fair share," Hughes said. HUGHES SAID he supports the basic concepts underlying a measure now being drafted by Sen. Bill Bradley (D-NJ) and Rep. Richard Gephardt <D-Mo) that would result in between 70 and 80 percent of Americans being taxed at a rate of no more than 14 percent. The plan would do away with most special interest provisions, but would preserve individual deductions for property
taxes, home mortgage interest. charitable giving, and medical expenses. "Pure flat tax proposals, which tax the entire in come of all individuals at the identical rate, have the obvious appeal of treating all taxpayers equally, and eliminating loophones that rarely benefit the average taxpayer,” Hughes said. “At the same time, the flat tax does away with the problem of bracket creep, the ‘marriage tax,’ and high marginal rates •UNFORTUNATELY, a pure flat tax does not recognize the rca.l problems that families or individuals may face from time to time, such as unexpectedly high medical expenses. rising property taxes, or the desire to purchase a home of their own," Hughes continued. "The flat tax also creates the likelihood that the average taxpayer will see his taxes increase, while the wealthiest will see dramatic tax reductions." Hughes said that th<? Bradley-Gephardt plan would combine the best features of the existing progressive tax structure with the simplicity of the flat tax. UNDER TlfAT, plan, single taxpayers earning below $25,000, and couples earning less than $40,000, wold pay a flat tax of 14 peicent on their incomes. Individuals or couples earning in excess of those amounts would be subject to tax surcharge of between 6 and \i percent, but
no individual would be taxed at a rate greater than 28 percent. (Currently, the highest tax rate is 50 per cent). Other features of the plan * include increasing the zero bracket amount on a joint return from $3,400 to $4,600, and increasing the tax payer exemption from $2,000 to $3,000 for joint returns. SPECIFIC ALLY, retained arc deductions ~for employee business expenses, contributions to ffliarity, interest paid on home mortgages, and State and local income and real property taxes. No taxes would be imposed on Social Security or Veterans' benefits, and the medical expense deduction would be retained for expenses in excess of 10 percent of adjusted gross income. "This type of tax reform is long overdue." Hughes said, "and I look forward to working in the Congress for its adoption."
