stage. He urged the Subcommittee to approve legislation this year which reauthorizes the project, so that construction may begin / as soon as funding becomes available.. THE CAPE MAY project is intended to restore the beaches of the historic resort community.^the beaches were vjaftually washed away as theVesult of the fdweral government’s construction of the nearby Cold Springs Jetties in 1911. The goyernment has already acknowledged responsibili-, ty for causing this problem, and has designated Cape Muy as a mitigation proJebt. meaning it will be 100 percent federally funded. Hughes pointed out that roughly 25 percent of Cape May City's bonded indebtedness has resulted from local efforts to curb this erosion Despite this huge commitment of funds from both the local and state levels, the beaches have continued to erode at an alarming rate. "Since 1955 alone, the beaches of Cape May have lost an average of nearly 600,000 cubic yards of sand per year," Hughes said. "This erosion has robbed the resort of its greatest economic asset — its beach. It is imperative that we move forward with this beach restoration project, which has proven to be cost-effective, and which the residents of Cape May have awaited patiently for many years." The Cape May project has .in estimated cost of $12.1 million
