feasibility study for the county Municipal Utilities Authority as part of its solid waste management plan. Co*tnmissioner William F.X. New Jersey Department of Environmental Protection and by funds provided by the authority. The selection culminated a four-month nationwide seaich. Sanders anti Thomas Inc., has planned and designed over 30 refuse to energy facilities, and supervised the construction of four plants currently in operation, Band said, and the firm has performed resource recovery feasibility studies in five other New Jersey counties. THE RESOURCE recovery unit to produce electrit and steam energy from refuse is proposed to be built adjacent to the new interim landfill on the Woodbine/Upper Township border. The feasibility study is scheduled to begin later this month and conclude with a final report and development plan early next yeah If this feasibility study indicates that such a project is technically, environmentally and economically sound for Cape May County, the MUA will initiate project development and procurement activities beginning next Spring. Yhe facility could be operational by 1986-87 if all theip^ces fall into place, O’Neil said. THE COUNWy Park Commission ^ has unanimously endorsed the MUA's plan to seek Green Acres funds to secure the buffer areas around the landfill site, according to Ted O'Neill, Solid Waste Manager.

“The county must be the applicant for the Green Acres funds," O’Neill said. “The Parks Commission is the county agency designated to operate parkland. Therefore, we were extremely pleased when they agreed that the securing of the buffer areas by Green Acres would have positive environmental, effects on the landfill project, particularly its ultimate use as a receational area." O’NEILL POINTED out that Green Acres rules and regulations for land ac-t quisition will be followed. Over 108 acres, or over 1/3 of the landfill site, may be acquired for outdoor recreational space uses. Although the MUA is providing matching funds, the county will also need to provide funds. A REVIEW EARLIER this year of New Jetjsey’s outdoor park plansi indicated that a substantial need existed in thjjJ northern part of Cape May County. / "We hope a Green Acres ■. V

partnership with us will . help meet* this need,” O’Neill stated. FREEHOLDER Ralph Evans, who is responsible for the park commission, said he favored the concept because "it gives us a park site in the northern part of the county. The residents there have not had as much attention, especially in the Woodbine-Upper Township area. It's a good thing if we can work it out and having Green Acres and the MUA pay for the Ipnd purchase certainly saves the taxpayer." Leon Fulginiti, executive director, County Park Commission, explained that the commission has always supported a plan fonparks in the north and south as well as the middle ofthe county.
