Report Focuses on Offshore ^Controversy

New Jersey Nightly News will air a special report Friday evening on New Jersey's offshore drilling and leasing controversy Producer David O'Connor and special correspondent Michael Aron will explore the background and future of this issue with an in-depth report and interviews with David Kinsey, • the governor’s representative in all Outer Continental Shelf activities; Frank Basile of the U S. Dept of the Interior; Dr. Glen Paulson, formerly with the Dept of Environmental Protection and now with the National Audubon Society; and representatives of New Jersey’s tilefishing industry. Plans are also under way to interview Gov, Kean INTfCRIOft Secretary James Watt recently opened nearly one billion acres of off-shore tracts on the Outer Continental Shelf for lease by private drilling companies. Of these, 155

separate 9 mile-square tracts lie off New Jersey’s coast. Twenty-three of these tracts are in an area that is the heart of New Jersey's fishing industry, particularly of the tilefishing industry In I960, tilefish accounted for ^percent of the total valdl of New Jersey’s food finish catch, making* the state a major center for tilefishing. GOV. KEAN has protested the leasing of these

23 tracts, going so far as to institute a lawsuit on behalf of the state against the federal government. On Aug. 20, a federal district judge will rule on the validity of New Jersey's suit,’ since none of the disputed tracts were bid on in their recent offering. In any event, the governor has indicated a commitment to pursue this issue, also supported by Brendan Byrne during his term as governor.

Push es Tree Commission

MIDDLE TOWNSHIP - Charles M. Leusner, Democratic candidate for Township Committee, has announced his plan to study the feasibility of establishing a shade tree commission in the township. Working with the Board of Freeholders and the County Extension Service, Leusner said, he hopes to establish a systematic plan of planting 100 to 200 trees

per year. IF ENACTED, the com-* mission would be made up of five township residents appointed by Township Committee to serve without pay. Their respon sibility would be to pur chase trees, find locations and report on the commis sion's activities. Middle’s commission would be the third tree commission in the cotjnty.

The ramifications of Kean’s lawsuit could impact on all future dealings between the state and federal levels. Aron and O’Connor will analyze the pros and cons of the offshore leasing plan for New Jersey, and also from the national perspective. N.J. Nightly News airs at 6:00 p.m. on Channel 13 (WNET), and 7:30 and 10 p.m. on NJNET Channel 23.
