ERMA — The Lower Cape May Regional School District was granted more than an passing grade last week for financial record keeping. District auditors, Robert Stewart and Walter Florkowski of Cinnaniinson, told school board members last Thursday that the district’s financial records are in "excellent condition." These comments came in ipite of the fact that for the frrst time in several years regional overexpended its annual budget — 19B1-82 expenditures being exceeded by more than $5,200. MR. FLORKOWSKl’S report includes three recommendations to improve the district's overall financial administration First, no commitment of funds to overexpend an individual budget line item should be made until money has been transferred into the account to cover the expense The auditor acknowledged, however, thht what happens in most school districts is that the overexpenditure is made prior to the necessary revenue transferred. SECOND, it was suggested that serious consideration to given to in-
stailing a computer system to handle administrative record keeping. While emphasizing that an excellent job is currently being done manually, the auditor doted that a computer system would both increase the speed of record keeping hnd provide a basis for a more in depth' analysis of accounts. The final recommendation is that theraa^e tighter control and doolmentation on the use of the high school Student Activity Fund. This account, Which con-; tains about $20,000; is used to pay staff members - who' provide additional services for the school. "SOME GUIDELINES or policy for the payment of employees (from tht? activity fund) should be considered,” Florkowski said. He noted that some confusion existed over documentation surrounding payment to two staff members — one who helped with the school play, and another who served as an assistant athletic coach.
