When it is pumped frdm 3rd St all the way to 32nd St. the oxygen level* in the wastewater is depleted and the sulfide producing bacteria grow and produce the malodorous hydrogen sulfide.” NORKIS EXPLAINED that 300 gallons of sodium hypochlorite were pumped into the line at 3rd St. this week in an effort to control the growth of sulfur bacteria. * - There were no detectable odors for several days." he said. ”We are go ing to continue to add periodic large doses of the chemical into the system . until the scrubber is installed.in the fall ” DANIEL KELLY, pro ject manager. Pandullo Quirk Associates, consulting engineers who designed the system, reiterated his determination to pursue remedies to
the odor problen^He said his firm would nqBcharge for the designed the changes to be made at the 32nd St pumping station and at the wastewater treatment plant. The odor problem at the 46th St plant has been located in the sludge processing building. The immediate remedy recommended by Kejlv is to install a duct from the belt filter press to the dry carbon air scrubbed system already in use in the treatment of septic waste. "This will take the air in the area where the odor is generated and pump it up to the scrubber syste». We can tell you now that it will provide only a partial solution to the problem and is temporary at best. It is not going to solve the long range problem." Kelly noted.
Urge Kean Support For Salem Port Site
WASHINGTON. D C - Four South Jersey Congressmen. led by Rep Bill Hughes (D-NJ), have urged Gov. Thomas Kean lo block the ongoing effoH by the Delaware River and Hay Authority to sabotage the development of a barge port in Salem. N.J. , In a letter to the governor drafted by Hughes, the Congressmen pointed out that the Delaware Bay Authority's claim of jurisdiction over the Salem Rivhr threatens to Under mine the construction of one of the most promising economic development projects in the recent history of South Jersey. RKYOND THAT, they 'warned, it could clear the way for the Bay Authority to assert'similar claims of jurisdiction over the Cohansey. Maurice and other rivers' between the Delaware Bay and the industrial heart of New* Jersey The letter from the four federal lawmakers follows up on a personal telephone conversation between Hughes and Gov. Kean on the port issue "It is disturbing to see this Authority attempting to meddle in our water ways." said Hughes, who has been one of the leading proponents of the Salem port "For 20 years, the Delaware Bay Authority has contributed to New Jersey's economy only through the operation of the Bay bridges and the Cape May ferry. They have shown no interest in the development of port facilities along the tributaries, and there is no legal or other basis for the Authority to act now to pro vent someone else from developing such facilities." IN THEIR LETTER, the

South Jersey Congressmen urged the Governor^to cx- - ercise his authority to cancel the votes of the New Jersey members of the Bay Authority, who joined with their five Delaware counterparts last week in seeking a court injunction tojilqD development of the /SalcnvRort. By ljm\ the Authority cannot Like such an action Snthout/the affirmative votes Of at least three members from each stlile Also by law. the Governors of New Jerseys and Delaware may /veto the votes B icir respective members within H) days after receipt of the Authority's minutes. JOINlWflirTiHES in the letter to the Governor were Reps Edwin Forsythe (R-NJ). James Florio (D-NJ). and James Howard (D-NJ). In a related matter. Hughes has obtained an analysis from the House Judiciary Subcommittee on Administrative Law. which states unequivocally that the Delaware River and Bay Authority has no jurisdiction over the Salem River. The Administrative Law Subcommittee has jurisdiction over the federal compact under which the Delaware River and Bay Authority was created in 1962. The Salem port project was conceived earlier this year by Hughes and other state and local officials as a means of opening up new markets for industries and agricultural interests in South Jersey. A trial run of the port during the Memorial Day weekend proved completely successful. marking the first time in more thao 100 years that a load of grain was shipped out of South Jersey by barge.
