Callinan Administered Oath As Superior Court Judge

by Bob Shi Ip* COURT HOUSE - Once a police officer enforcing the laV and more recently an attorney arguing it in court, John F. Callinan officially became Cape May County’s new Superior Court Judge last Wednesday. More than 300 people, many having to stand in the hallway, crowded into the courtroom here to witness the swearing-in ceremony. The oath of office was administered by Superior Court Judge James O’Neill. As a judge, “I will follow the advice I always give my daughter Tricia,” Callinan told the audience of family, friends, bar associates and officials from throughout the county. ’’Just do your best, your honest best. No job deserves any better," he said. During the brief ceremony, described by Assignment Judge Philip Gruccio as a "happy occasion" Callinan was praised by many officials including Assemblymen Guy Muziani and Joseph Chinnici, and former state Sen. James Cafiero, for his ability, dedication and enthusiasm for the legal profession. Qounty Bar Association president Alan Gould credited the new judge for laying a key role in turning the local bar into an active, "strong" organization. He asserted that Caflinan always approached his law practice — as well as his other interests with immense enthusiasm. Judge Gruccio, while
reflecting on the tremendous responsibility today placed on members of the Judiciary, fraised Callinan’s qualifl|ations to serve oh the bench. He stressed the intensive review process candidates for judgeships must undergo, including evaluation by their peers in the county and state bar associations. "Not only must a judge be mentally qualified, but must also posess the temperament to administer the law. justly," Gruccio said. Addressing the audience in his first appearance as judge, Callinan attributed his successful career to the assistance he has received throughout life. “There’s no such thing as a self-made man. Selfmade man is all in fiction," he said. "We all need assistance. The world would be an empty place without it." “It’s necessary to receive help, encouragement, constructive criticism and support from family and' associates," Judge Callinan went on. ‘Tve been .fortunate to receive more Utiin my share." tiiankinQHiis PARENTS for their support over the years, the new judge asserted that the most gratifying pqrt of the swearing-in ceremony was that both his parents were able to be there with him. "If you’re proud of me on this day, you should know how proud your children have always be£n of yo(l," he said.

MILLVILLE - Congressman Bill Hughes (D--NJ) has testified against a proposal now pending in the New Jersey State Legislature which would require mandatory deposits on beverage containers. Speaking at a field hearing of the Assembly’s Committee on Energy and Natural Resources. Hughes warned that the bottle bill would endanger the jobs of thousands of employees of the glass industry, without significantly contributing to a cleaner environment. AS AN ALTERNATIVE for dealing with the state's litter problems, Hughes encouraged the Legislature to step up the state's recycling and resource recovery programs, and to enact tougher littering laws. "Mandatory deposit legislation is clearly not the answer to our litter problems," Hughes told the committee. "Aluminum and glass beverage containers are only a small percentage of our overall wastes. Litter and solid waste disposal problems will continue to exist whether or not we eliminate beverage containers from the waste stream." ' "ENACTMENT OK this legislation could virtually shut down a major portion of the glass industry in South Jersey, and severely impact the 17 percent of Cumberland County's workers in this industry."

Continuing, Judge Callinan specifically attributed the bulk of his professional success to his late partner, Marvin Perski. Pereki, who died iq 1977, was the uncle of recently appointed Atlantic County Superior Court Judge Steven Perskie. "Marvin not only inspired' those attorneys he nurtured in his office — many of whom are here to- ( day —'but also those attorneys he opposed,” Callinan said. "He influenced the quality of law practice in the County ... For that Cape May County is in debt." The new judge succeeds Superior Court Judge
he continued. "The industry cannot afford the costs of producing heavier glass or the equipment needed to clean reusable bottles. More important, though, South Jersey cannot afford to lose this industry." Hughes pointed out that mandatory deposit legislation — while laudable in its intent — would require major financial expenditures and additional energy .costs by the glass industry. In addition, increased costs to wholesalers and rdtailers for handling, sorting, cleaning and transporting empty containers would be passed directly along to consumers.
Nathan Staller who resigned earlier, this year after reaching the mandatory retirement age of 70. A Wildwood Crest resident, Callinan has served as Lower Township solicitor since January 1980. He resigned the position after receiving the judgeship. Previously, thq, new judge served as attorney for the Lower Township Elementary School Board and for several years was a State Police officer. Lower Township mayor Tom Clydesdale, in accepting the solicitor’s resignation, noted that, "Lower Township's less is the Superior Court’s gain."
