ATLANTIC CITY - Beginning this week, customers of Atlantic Electric will receive their bills and return their payments in the same envelopes under a new program that is expected to save $18,000 annually. The new ' send and return" envelopes will eliminate more than 386,000 separate return envelopes previously mail ed to residential and commercial customers with their monthly bills.
