Audubon Award Set For Byrne

CAPE MAY - Former N.J. Governor Brendan T. Byrne will accept the N.J. Audubon Conservationist of the Year award at the society’s annual weekend meeting, hosted by Cape May Bird Observatory, at the Golden Eagle Inn, here

Friday, Oct. 1.

IN REMARKS in 1976, Byrne maintained the need to recognize that the significance of the Pine Barrens goes beyond its geographic boundaries. He stated his personal view that the "primary trust of planning for the Pine Barreas must be preservation of its upique environmental

resources."

the mid-1960's.

Their efforts to defeat a proposed supersonic jetport and city of 250,000 in the Pinelands were unsccessful and led to recommendations and a U.S. Dept of the Interior plan which resulted in the 1978 National Parks and Recreation Act establishing Pinelands Na-

tional Reserve.

BYRNE’S STAUNCH advocacy of Pine Barrens preservation, beginning in 1975, and his persistent efforts toward this and on federal, state, and local governmental levels came

at a critical time.

Development pressures on Pinelands communities were increasing markedly, accelerated by casino gambling and proposed offshore drilling, in that year

critical land acquisition and created his Pinelands Review Committee, which supplanted ^he Pinelands Environmental Council and produced a com-

prehensive study with recommendations. • 'S > HIS 1 97 9 ORDER \ established the Pinelands Commission; imposed a moratorium bn construction in the core or pres<frvation area, largely wilderness or in berry cultivation; and reduced the level of development in the surrounding protection area until the comprehensive management plan could be developed and implemented through state legislation. The Pinelands Protection Act was signed by the governor later that year. In 1980 the Pinelands Commision adopted the management plan for the 368.000- acrc Preservation (core) Area and for the 556.000- acre Protection Area surrounding it. Following approval by Gov. Byrne and thenSecretary of the Interior Cecil D. Andrus in ,1981, the Comprehensive Management Plan took effect.

One of the best birdwatching spots in the state is Higbee Beach* Warren Kell, Southern Regional Zoologist at Higbec's, pointed out that when the winds are out of the northwest, especially after a cold as passed, thousands of birds congregate there waiting for the winds to change so they can safely cross Delaware Bay. These concentrations of birds plus the spectacular hawk migration later in the year have caused Higbee Beach to be named by the National Wildlife Federation as one of the best birdwatching locations in the nation.
