(From Page 35) balanced federal budget. ‘‘I support the fiscal and monetary efforts that a lot of people are suppor ting here on Capitol Hill in trying to bring our fiscal house in order,’’ he said According to Hughes, however, the idea of a constitutional amendment mandating a balanced budget is "just a sham." "What I support is a legislative initiative," the Congressman noted. He explained that legislation he is currently sponsoring would require the President to submit, and the Congress to adopt, a balanced budget except in time of war or other emergencies. “Under the legislation, ^a point of order would lie s‘o you (Cs^kcSs) couldn’t take up bills unless therewlis a balanced budget or unless the House by three-fifth vote, vote in an emergency to unbalance the budget," he said. Concerning his involvement with the establishment of new legislation to update and strengthen the existing criminal justice system, Hughes pointed to the crime package he's been working on as the "single most important initiative" he’s undertaken. According to the Congressman, who chairs the House Subcommittee on Crime. "I now have id bills that have been signed by the President and are now working their .way through committee or are

I being considered by the Senate, that will help repair some of the gaping holes in our criminal justice system." ASKED IF HE has any proposals thal possibly could help solve problems surrounding the nation's floundering Social Security System, Hughes responded by acknowledging that some change in the present system will have to l>e made. "We’ve got to restructure the Social Security System to moke it sound... That includes reviewing the consumer price index that we use which often overcompensates for inflation," he said. "We have to faze out — as we’re presently doing with minimum benefits and student'benefits — programs which Were basically public assistance programs added to the trust fund... We have to restructure the system to make sure it's sound so that we can honor our commitment to the recipients.". Concerning his reelection campaign, the Congressman views the major issue to be simply whether or not people in the Second District feel he’s been doing a good job in Washington Whether I'm attentive to their needs.' Whether I have the kind of integrity they expect in /their public officials. Whether I work/hard for their interests ,and accountable for the work I do That basically is the major issue," he said.

Unemployment -—

(From Pagel) deductions for those who receive compensation in Cape May County. Unemployment compensation is just like any other insurance where the rates are shared by

all.

Cape May County of course, is not an isolated example in New Jersey although it probably is the most prominent in the state. The economy differs .in Atlantic County which now has year round gambl ing to sustain it, but Ocean County might be the closest parallel to a situation where unemployment goes up and down like a seasonal yo-yo.
