"The $170 million Correctional Facilities Construction Bond Act is the most important element of this administration’s plan to end prison overcrowding and, thus, enable our tough criminal code to demonstrate that lawbreakers face real penalties in New Jersey.” FORMER GOVERNOR Hughes explained that the need for prison construction was highlighted by the American Bar Association’s Commission on Correctional Facilities and

Services, which he chaired from 1970-1974. The Commission developed landmark studies of correct tional standards. "The safety of our citizens and the enforcement of our criminal laws require us to provide sura* cient prison facilities of minimum health and safety standards so that every person sentenced to prison can be held and punished as required by law," Hughes said. JOINING THE committee at the news conference to demonstrate their support for prison construction were Rev. Daniel Degnan, Dean of the Seton Hall Law School, Sheriff Beech Fox of Cape May, president of the County Sheriffs Association, and Cathy Frank, executive director of the New Jersey Association of Chiefs of Police. The bond issue will finance the construction of three new medium security prisons, expapsion and renovation of existing state facilities and assist counties in upgrading their jails. Newspaper Week Set National Newspaper Week will be observed Oct. 10-16, and Oct. 16 has been designated as International Newspaper Carrier Day. In proclaiming the observances, President Ronald Reagan said, "A free press is a cornerstone of our democracy. In the First Amendment to the Constitution, our Founding Fathers affirmed their belief that competing ideas are fundamental to freedom. We Americans cherish our freedom of expression and our access to multiple ’sources of news and information. "BUT, AS WE know, there are other nations where the free flow of news is thwarted by governments fearful of letting the people know the truth. "In those countries, where censorship is a means of containing thought and action, newspapers are controlled* by the government, and it , follows that all human freedoms are limited. • THE THEME of this 1982 observance, 'A Free Press — Your Key to Freedom’, reflects a basic tenet of American life. A free press is, indeed, our key to freedom.” Reagan commended carriers as "an important link in. the chain between publisher and reader."
