NORTHFIELD - Congressman Bill Hughes (DNJ) has lauded President Reagan’s signing of legisla--tion that will give American businesses' a greater opportunity to engage in foreign trade. Hughes, who is among the authors and sponsors of the bill, said that the legislation would clea£

tit rusts laws do a good job protecting the consumer . from collusion and pricefixing among companies in the same industry,” Hughes said, ‘but -they hurt by preventing these .same companies from / cooperating to identify and develop foreign markets for U.S. goods. “Companies that could be cooperating to develop foreign . markets have refrained from doing so out of fear that they will be accused of antitrust violations and face stiff fines and penalties," Hughes, said. "This means we are losing both markets and jobs to foreign companies and foreign workers." HUGHES POINTED out that, as a consequence of existing law. less than 10 percent of American firms are involved in the export business. By contrast, in Japan, where export trading companies are permitted and encouraged, more than 50 percent of the companies are involved in

exports.

"We arc trying to fight for international markets with our hands tied," Hughes declared. "The ^signing of this important measure will free up American businesses to* k show foreign purchasers what* can be done by American workers." THE LEGISLATION would make clear that cooperative efforts by U.S. companies to combine their marketing, research and other export services would not violate the antitrust laws. Thus, companies through their joint efforts could reduce the cost of locating and servicing overseas markets. During House Judiciary Committee consideration of the measure, Hughes offered a key amendment that will allow companies to apply directly to the Attorney General for certification which would limit potential antitrust liability for their activities. This would enable them to clarify in advance that their tradihg activities are legal, while at the same time give the Justice Department an opportunity to assure that consumer and competitor interests are safeguarded.
