Do you approvethe amendment to Article VIII, Section V, of the Constitutjon, which adds a hew paragraph 2 which authorizes the Legislature to enact laws to establish the criteria by which consideration shall be fixed for a grant or lease of ariy land subject to the assertion of a riparian claim by the State, which consideration may be less than the fair market value of the State'sinterest or nominal; and(2) to differentiate, inestab-, lishing these criteria, between properties which are being utilized for different purposes^?

The approval of this amendment would allow the Legislature to establish the basis tor setting the prices at which the State may convey its interest in land it claims as riparian These prices may be less than the fair market value of the State's interest or nominal, and maybe different for land used for different purposes in recognition of the burdens which may be imposed on certain classes of landowners affected by State riparian claims
On November 2, 1982, the public will have an opportunity to take a major step towards resolving the riparian lands crisis that has left thousands of property owners confused as to who actually owns their home and the land it is situated upon.
The Constitution now provides that if the State asserts its riparian claims against a piece of property (and improvements) and the owner cannot convince the state of his ownership, then the property owner faces the nightmare of buying a grant or lease at the current fair market value. These individuals would face financial ruin if they had to pay fair market value for land and improvements which they believe they already own.
Passage of the ballot issue (number 5 on the ballot) on Riparian lands is a PEOPLE Issue and is deserving of your support
