Driver Test Backlog Cut

TRENTON - The ex cessive waiting time experienced by new drivers , attempting to ’ schedule road tests, the last hurdle in securing a New Jersey driver license, was significantlyVpduced in October, according to Clifford W Snedeker. Director of the New Jersdy Division of Motor Vehicles. The temporary transfer in, early Oct. of 30 motor vehicle examiners frp/n their regular inspection station duties to assist in giving rdad tests at driver qualification centers was the chief reason for the decrease in the backlog, he • said. At the bginning of Oct there were 61,968 future drivers waiting to take road tests at the Division’s nine permanent and 12 temporary driver qualification centers around the state. That represents a backlog of 21,018 tests The backlog constituted an average statewide waiting time of 53 days for a hoadtest. A mandatory 20-day waiting period between passing the written test ar.d taking the road test is required by law. The transferred motor vehicle examiners were able to perforhl%,174 road tests during It' reducing the backlog to j||,891 tests. “With the cWtinued use of the 30 motor vehicle examiners during the mid weeks of Nov - and Dec., when work is lightest at the inspection stations, we should be able to practically eliminate the backlog by Christmas and bring waiting liipes at all 21 DOC’s down to 40 days or less." Snedeker said. The backlog, which began developing last March, was causd in part by budget cuts, the statewide hiring freeze imposed in Oct. of 1981, and the large, volume of school students who traditionally request road tests during the summer months. * ■ . * Bloodmobile Help Needed COURT HOUSE - The Cape May County chapter of the American Red Cross is seeking volunteers to help serve at Bloodmohiles when they visit their communities. Doctor Presents Research

AVALON — Acceleration of fresh fractures in the monkey metatarsal with electricity was the subject presented in Oxford, England at -the Second International Conference of the Bioelectric Repair and .Growth Society. Dr. John Walter along with Dr. Thomas Walter, both Podiatric Surgeons in Avalon, performed the research at the Pennsylvania College of Podiatric Medicine over the last fourteen months. “THE STUDY of the effects of electricity on living tissue has become the topic of interest in many medical fields,” Di*. Walter states. ‘‘For the last several decades research has proven that very small electrical currents and various magnetic fields are of signficiant value in healing broken bones. Nerve regeneration and ligament repair by electrical stimulation are also being closely studied. The anatomy of the monkey’s foot is very similar to that of the human foot therefore making it an excellent research animal. . Although difficult to work With, 41 monkeys, similar to the organ grinder’s monkey, were used for the research. These

primates allowed close correlation of the results with those expected in people. Our findings pevealetj acceleration of the fractures in the experimental group as compared to the control or non-stimulated group. At 22 days after surgery the electrically stimulated side was almost 7 days ahead of the control side in developing new bone around the fracture site. Dr. Walter adds, “In the very near future broken bones with the help of electricity may be healed in a third or even half the time it now takes—we are very optimistic." John Walter, Jr., D.P.M., board certified in podiatric surgery, is an assistant professor podiatric surgery and podiatric orthopedics at the Pennsylvania College of Podiatric Medicine. He received two years of residency training at Metropolitan HospitalParkview Division in Philadelphia. In June 1982 he was awarded the Master of Science Degree in surgery by the Podiatry College in Philadelphia. . Dr. Walter currently enjoys a private practice in' Avalon and serves as a Special Consultant to the United States Coast Guard Training Center in Cape —'•May.
