WASHINGTON - A bill to aid parents in locating their missing children has won final Congressional approval. Known as the "Missing Children Act," the measure, which was cosponsored by Sen. Bill Bradley, D-N.J., establishes a nationwide computer system which will help track down missing persons, as well as identify deceased persons . whose next of kin cannot be

located. j

"The safety and wellbeing of our^hildren is of paramount fnportance,". Bradley said. “This law will greatly enhance the ability of our law enforce nfent agencies to find the nearly two million youths reported missing in our country annually." _/ THE SENATE approved a House-Senate Conference Committee version of the bill in a late-night session Sept. 29, before adjourning for the pre-election recess. ALTHOUGH THE FBI currently maintains a nationwide file on information regarding missing persons called the National Crime Information Service (NCIS), its utilization rate is very low — only 10 percent of those missing are ever entered into the

system.

Under the missing Children Act, the autority . for the NCIS shifts to the Attorney General, who is now required to provide more information about the

system and its availability to state and local law enforcement officials. In addition, he must also share any pertinent records in missing persons cases with them. MOREOVER, the Missing Children Act provides for "parentil verification" , ^ after parents request that information regarding their child be placed on the computer, the FBI must notify them when the entry is made. The American Bar Association has estimated that more than 1.8 million children leave home annually, in addition to' 100,000 who are kidnapped by a parent, and 50,000 who are abducted by. strangers.
