NOW THAT the cold weather has arrived, I want to remind you of some state and federal programs to assist the elderly, disabled and low income families pay their heating bills this winter. ~ Home Energy Assistance: The state expects to receive $65 million from the federal government for this program. It is estimated that 207,000 lowincome families will be eligible tovreteive an average benerk of $290 Low income families, including tenants who have their hearing charges included in their rents, arc eligible for this program. Residents who live in public housing or receive a housing subsidy are not

eligible.

INDIVIDUAL BENEFITS vary depending on the size of the household, geographic location and type of fuel. Households heated by oil, l^erosene or electric will receive the largest amottRt. Last winter S51 million was paid out to 205,000 New Jersey households. The average amount for each

household was $250.

To be eligible for • assistance, a single person must have a monthly income of $487 or less The maximum income level for a family of two is $648; $809 for a family of three, $970 for a family of four ai

included in your rent,., a rebate check will be sent to

you

Residents enrolled in the state's low-cost prescription drug program, PAAD, or Medical Assistance to the Aged should automatically receive Lifeline applications in the mail Others may call toll free (800 ) 792-9745 for an

application.

Weafherization: This federal program is designed to improve the energy efficiency of homes. I/jwincome families, the elderly and disabled ah? eligible for this service. Under the program, an energy audit of a house is made and then the federal government pays for any improvements, such,as new storm windows or installation, required to save energy. Last year, improvements were made to

5,400 homes.

This year $3.8 million is available for this program. To be eligible, a single per son living in a city or suburb must have an an nual income of $5,850 or less. Applications are available at county welfare boards and boards of social services. Most families receiving food stamps or Aid to Families of Dependent Children automatically will receive the energy assistance without apply-

ing for it.

Oyer 240,000 residents received utility rebates last year. To be eligible, you must be 65 years or older or be receiving Social Security disability benefits. Your income must be less than $12,000 for a single person or less than $15,000 for a marrjed couple. cy, county administration building or city hall in ur-

ban centers

If you are eligible for any of these assistance pro grams, I urge you to apply quickly while funds stjll are

qvailahle.

Finally. I would like to remind residents tbe state has a policy that Rrotects /•you from having vyour powc^ cut off this winter if you are unable to pay your heat or electric bill. Under a state Board of Public Utilities order. ■ power companies cannot cut off service from December l to March 15, provided the customer pays a quarter of his delin quent balance. (Sen. Hurley represent* all of Cape May County and parts of Cumberland County.)
