The Board of Public Utilities (BPU) has granted Atlantic Electric a 973.7 million base rate increase. The ra|te change will Increase-leleclric customers’ bills 15 to 23 per cent, depending on monthly electric usage. * The base rate increase comes on the heels of three Energy Adjustment rate reductions totalling 9152 / million over the last 11 months. As a result, most customers’ electric bills will be lower this winter than they were last winter, Atlantic Electric said. AS A RESULT of the BPU’s decision, residential customers using 500 kilowatt-hours a month will see their bills increase to 950.16, up from 941.36 a month; but bills for the same amount of energy. totalled as much as 954.20 last winter because of a higher Energy Adjustment rate. Winter bills for a 1,500 kilowatt-hour customer will increase to 9111.84 from 992.55 a month; and bills' for. 3,000 kilowatthours will increase to , 9204.35 frorti 9169,34 a | month Last winter, the bill for 1,500 kilowatUhours was 9132.46, and the Dill for 3,000 kilowatt-hou^ was as much as 9249.95, ultlantic Electric said. * REACTING TO the decision, Company President John D. Feehan said, “In view of our badly deteriorating financial position, we appreciate the fact that the BPU reached its decision. But in view of the money we^e spent to lower fuel costs, improve environmental protection and insure reliability of service, the amount granted is not adequate." "Our problem is compounded by the fact that the BPU's revenue increase of 973.4 million will not allow our company to earn the 11,7 percent rate of return which the BPU approved," Fefehan ex-s plained. "There is no doubt that further BPU action will be necessary to recover the dollars we are investing to provide electric service to our customers." ON NOVEMBER 18. the BPU decided to open a second phase of the company’s 9172.4 millipn rate request. This second phase will consider expenses and fuel cost savings associated with Susquehanna Nuclear Generating Station, as well as the company’s load forecast and capacity plans. Susquehanna is due to go into service in May, 1983.

"We hope that the BPU will recognize all of our ad : ditional investments and costs in the second phase of our rate request, and that it won’t be necessary to fN£ another rate case. But wiUiout further BPU action, we may be forced to file again within the next few months," Feehan said. Feehan pointed out that capital expenditures have reached an all-time high of over 9133 million so far this year. The additional invest- 1 ment was made to finance conversions of oil-fired

generators to less costly coal; (o install air and water pollution control equipment; and for generating, transmission. and distribution equipment to meet the continuing growth of Southern New Jersey’s electric demand '‘Unfortunately, the BPU has not agreed with this forward-looking view; we're afraid that this will hurt our company financially, and cost our customers more in higher interest costs in .the long run,” Feehan said.
