Budd has been associated with "First Call" since it was first initiated She was a staff member of the Cape May County Human Services Coalition in the late 1970’s and was one of the founders of the county United Way "We are very fortunate to be able to enlist Virginia in this effort to expand and coordinate our "First Call For ■Help Service." United Way president David VonSavage said. He added that United Way's ’First Call For Help' Committee, con sisting of Fred Coldren. Grant Decker. Marion Olson. Robert Ressler and himself, will work closely with Budd to ensure max imum effectiveness of the service during 1983. UNDER RECENT restructuring of the agency, an agreement between the county and United Way have made possible expanded service hours. The new arrangement calls for the "First Call For Help" telephones to be aaswered by staff members at the County Social Services Building After regular weekday working hours un til 10 p m., "First Call’s"

Calls received overnight or on holidays and weekends will be answered by trained staff personnel of CONTACT. the 24-hour a day emergency "hot line” serving Cape May and Atlantic counties. "We feel most people needing Information or referral services will be able to call during the day or evening hours," VonSavage said. "Calls made at other times will most likely be emergencies which personnel at CONTACT are best trained to handle.” Previously, "First Call” service operated during regular weekday office hours An answering service was utilized at other times. BECAUSE OF cuts, "First Call" was restructured to prevent the expected elimination of the service beginning in 1983 The agency’s threemember staff, headed by David Fothergill Quinlan, was terminated Doc. 31, while United Way and County officials worked on various plans and proposals to continue the service "While we were very pi oud of First Call as it was functioning in past years, we feel the new schedule of services can serve the people of Cape May County well," VonSavage said This year the referral service will operate with a cash budget of $22,500. Federal Title XX funds made up $15,000 of the total while the remaining $7,500 is United Way money raised from voluntary contributions In addition, the county will contribute office space and support ser vices during regular work ing hours
