(From Page 1) surance Center in North Wildwood There is money available through federal and bank sources,'' La Bounty said. That will be the determining factor " UiBounty said a conventional bank loan would* be impossible because his firm would lease, rather than own, the property ' A LIKKLY SpUfeCE of funds, he said, would be a'federal UDAG (Urban Develop ment Action Grant) grant, possibly in conjunction withj low-interest loan through the New .Hffsey Economic Development Authority (EDA). I,aBounty'said he has been advised by Triad Associates, a consulting firm that specializes in federal housing, community development and economic development assistance, that this project qualifies for a $643,000 UDAG grant • Michael Zumpino of Triad, in Glensidc, Montgomery County, Pa., said tfiat number was "a very. very, very rough estimate," based on a If DAG requirement of two and-one half dollars of private funds for every federal dollar . LaBounty said the Woodbine Port Authority would have to apply for the UDAG grant and loan the money to Motorsport Zumpino said the municipality. Woodbine, usually has to apply for the grant The EDA program requires the developer to find a financial source in terested in purchasing tax-exempt bonds ZUMPINO SAID Woodbine qualifies for the UDAG program on the basis of its demographics and unemployment Motorsport would give employf»tCnt priority to Woodbine residents Zumpino said his recommendations to I-aBounty were made over the telephone and based on "very, very limited informa tion" to review "This type of activity would be eligible, he said "Now there must be a careful evaluation of the cost and feasibility "
Triad has done similar consulting work on a fee basis for several Cape Maty County rpunicipalities and developers It worked with Cape May in obtaining three recent grants, with Middle Township for one grant, dnd was unsuccessful in applying for a grant for Sea Isle City. Zumpino said Triad is submitting a UDAG application for Wildwood's pier development project and is working on two UDAG applications for West Cape May. I.a BOUNTY, WHO said his firm has already spent $20,000 for legal research, feasibility and engineering studies, hopes to open Motorsport in June of l'J84. Construction would take 6-8 months, he said. "Indianapolis-type race cars" would compete in regional, national and interna tional events LaBounty said he has commitments for racing events from the Sports Cat Club of America and the Inter national Motor Sport Assn Other projects planned at the facility include schools for racing drivers, police pursuit, accident avoidance, and antiterrorist chauffeurs Inland boat storage also is proposed off-season. LaBounty had suggested an automotbile street race to Cape May. City officials last fall He said he did that in response to requests from city officials who wanted "a special event to bolster the economy "MUCH TO MY SURPRISE, the mayor and council thought it was a good idea," he said, "and issued a letter of intent supporting such an event. Not to my surprise, the chamber of commerce, home owners asociation and a significant number of residents were not overly-enthused We dropped it.** LaBounty, 42, and his wife, Jo-Ann, came to Avalon from Cape Cod m October 1981 He is a former auto racer and former editor of automobile and racing publications. "I have a few trophies from my days of idiocy in 1960-75," he said Now he drives a station wagon
Grand Prix Opens Soon

(From Page!) WHILE THE MAIN attraction is the Grand Prix, thefacility will also include a video arcailfr-amn^nack bar. "This will be the only arcade of its kind offshore," Donahue said, emphasizing that, with 50 to 100 machines, it will be one of the largest video game centers in the county. Besides Mumenthaler, Donahue's other partners in the project are his brother, Thomas, and his father, John Sr. Eventually they hope to build a second half-mile track adjacent to the existing facility. "I think it will go over big," Donahue said. "Racing is one of the fastest growing sports today Once you’ve tried it, your’re hooked." THE ONLY ONE of its kind in the county — and one of only 32 in the country — the track is modeled after the Malibu Grand Prix Most tracks throughout the country arc owned by Warner Brothers, but a few — such as one in Myrtle Beach, S.C., and one in the Poconos — are independently owned. According to Donahue, his cars are the only ohe maintained by an independent
operator that are the same as those used by the Warner Brothers-owned facilities. He said he originally tried to obtain a franchise with Warner Brothers' Malibu Grand Prix, but was informed none is available. Mumenthaler added that Middle Township has been very supportive of the operation. He said the local police have indicated they feel the facility will offer juveniles a place to go and keep them off the streets. . THE TRACK will be open 12 months of the year, Donahue said. He also hopes by summer to develop a car for use by those too young to obtain a driver’s license Although the total number of employes the center and track will utilize is uncertain, it's anticipated six td nine will be hired imntediately and by summer the total ma^jump to 18. DonahOe, a builder whd has constructed many condominiums in Cape May, indicated he's been working or the project for more than a year He estimates it will cost about $1 million when compleated. "I just thought it was a good idea and decided to do it," he said, noting that he's never been a racer himself.

By Bob Shiles The Kawasaki 440 engine roared as I took the wheel of John Donahue's miniature Formula I race car and prepared to take it on a trial spin around the half-mile circuit track Can’t be too difficult to handle, I thought after all, the machine Donahue built and was testing Saturday couldn't do more than 40 mph on a curved track and 85 mph on a straight rurt. "Just remember the brakes are on the left and the gas on the right,

Donahue shouted "Right The brakes are on the right and gas on the left,',' I answered as I sped away Better take it easy the first lap, I decided. Don’t like to jump into things, especially since I recently went skiing for the first time and almost lost three fingers from-frostbite. THE CAR HANDLED like a breeze. I went beautifully around the curves and stopped on a dime. With the wind whipping my face, I made my way around the track in what felt like record speed. "Now that you've got the feel of the car, take another lap," Donahue said as I roared to a stop. "And this time lake your foot off the brake and give it some gas " Why not? I took off this time slowing up only for curves Look out Mario Andretti. Here I come. On the third tight curve, my hat flew off I must be
setting a record time, I thought. WITH CONFIDENCE building, I pushed down hard on the gas pedal Then it happened I failed to slow up going into a curve and the next thing I knew the car was off the track and buried some three feet in a mound of dtrt. My glasses lay broken on the track How embarrassing! It took Donahue and two others to push the car, its shiny blue body covered with dirt, back onto the track. i decided I d had enough driving for one day and will wait until the track is fully constructed and officially opens next month. By then, seat belts and helmets will be available for all drivers, and no dirt will be on the track to cause skids. Will I try it again? You bet. As Donahue says, "Once you try Grand Prix racing, you're hooked on it."
