By Joe Zelnik The Wall Street Journal recently reported that the "fierce interest-rate war" between banks and savings institutions for new, insured money-market accounts "appears to be over.” Crfpe May County institutions don't seem to have noticed. Many continue to promote aggressively the new accounts which have primarily been draining funds from uninsured money-market accounts. Anchor Savings, with one county location in North Cape May, is offered.a $25 cash bonus for a minimum $5,000 deposit removed from an uninsured money market fund. Anchor was paying 8.752 percent interest on its account last week, a rate exceeded only by Collective Federal Savings & Loan, which is paying 9.45 percent. ANCHOR BASES its rate on the 91-day Treasury Bill plus one-half of 1 percent and changes every Tuesday Collective's rate is set by senior management and is "subject to change everyday." Two months after the ac counts first became available and spurred transfers of millions of dollars into county financial institutions, it now appears that the rates, which initially fell from introductory offers as high as 12.5 percent, are climbing slightly A survey of 15 financial institutions with offices in the county found rates on insured money-market accounts with limited transactions running from 8.06 to 9.45 percent On the co-called "Super NOWs. insured moneyiharket accounts with unlimited checking, the rates run from 6.63 to 8.95. THE FINANCIAL institutions have the freedom to set any interest rates on the insured money-market accounts. Most change their rates weekly, but depositors learn of the rates after-the-fact, in monthly statements, unless they call or visit the institutions

The insured moneymarket accounts have been .praised by financial institutions for ^trading local moneyvthSTcwl be made available for local lending. The chief advantage they cite is the security of being insured by the Federal Deposit Insurance Corporation (FDIC). The disadvantages are the three-check-a-month limit for the higher-paying account and a $2,500 minimum balance.
