42 School Board Seats; $40 Million on Ballots
By BOB SMILES Cape May County voters will elect 42 board members and approve or disapprove proposed budgets totaling more than $40 million when they go to the polls April 12. While board seats are up for grabs in 16 of the 17 local districts, only in seven contests will voters have more than one candidate to choose from for any one position. All polls will be open election day from 6 to 9 p.m. Sea Islo City residents do not participate in the annual school elections since their board of education is appointed by the local governing body Likewise, the district's budget is determined by a board consisting of the three city commisssioners and two school board members. The following is a district-by-district look at the upcoming) election, beginning with districts having edntested board races. UPPER TOWNSHIP - Voters here have the big gest choice with nine can didates vying for three, three-year terms Incumbents Dr. Nancy May. Jerry G. Livingston and Donald Della Porta are being challenged by newcomers Kathy Mason. Bruce L. DiNardo, Thomas L. Quilter, Mary Ann Andrews, Donald J Polise and Elaine Ostrander A local tax levy of $3,425,6^Z'is being sought to support'a total budget of $5,221,809. DENNIS TOWNSHIP - Incumbents Robert Young, Thomas Champion and Charles Camp, and
newcomer George Stauffer square off for the three, three-year seats available The amount to be raised through taxation to support the total budget of more than $2 4 million is $1,476,420. The school tax rate is fexpected to increase eight cents, from $2 64 per $100 of assessed valuation to $2.72 , per $100 of assessed valuation. MIDDLE TOWNSHIP - Voters have six candidates from which to choose three for three-year terms: incumbents Calvin L. Back, Benton G Weimer, John W. Hand, and challengers H; Keith Maund, Frank A Ross and Harry ‘‘Skip'* Kehr. John L. Radzieta is running for a one-year unexpired term. Of the total $7,681,595 budget, taxes raised will be $4,799,847. This includes $4,578,143 for current expense, $51,573 for capital outlay and $170,131 for debt service. The school tax rate is expected to remain the same as 1982, $2.28 per $100 of assessed valuation. LOWER TOWNSHIP - Five candidates are vying for three, three-year terms on the nine-member board They are incumbent Dolly MacDonald, former board member Bart J. Russel!, and newcomers Diana L. Hevener, Mary Ellen Daino and Art St. John The amount to be raised by taxation is $2,721,353 in support of a total budget of more than $3.7 million. The school tax rate under the proposed budget will increase about four cents, from 88 cents per $100 of assessed valuation to 92
cents per $100 of assessed valuation. CAPE MAY ~ Seven candidates are vying for three, three-year terms They are incumbents Anita de Satnick. Robert LeMu nyon and Stephen Peckiconis and newcomers Josie Davids, Maggie Fen ton, Arnold Nyblade and Joanne Reagan Mitze Blomkvest and Perry Collier are running for an unexpired one-year term Voters will be asked to approve a tax levy of $644,208 for current expense and $15,000 for capital outlay The total proposed budget is $964,906. According to school and city officials, the tax rate is expected to increase about one cent per $100 of assess ed valuation. OCEAN CITY - Five candidates are looking for the three, three-year terms up for grabs. Incumbents Ernest C. Dunn and Donald W Johnson face challenges from newcomers Howard Reed, Donald L. Moiso and Frederick P. Ferrell Voters are being asked to approve an overall tax levy of more than $6.9 million to support the total $10 1 million budget. WILDWOOD - Three incumbents and three newcomers are running for the three three-year terms They are incumbents William N. Davenport Jr., Georgia Harris and BeverIy J. Romeo, and newcomers Edward E. Harshaw. Curtis A. Miller and Edward J. Donnelly. $2.2 million will be levied in property taxes to support the total $4,119,902 budget The schoollax rate
is expected to increase approximately one cent, from 53 to 54 cents per $100 of assessed valuation. LOWER CAPE MAY REGIONAL - Three Lower Township seats are available on the ninemember board Seeking the three-year term are in cumbents Delton Brooks and Freeman Douglass, and newcomer Patricia Smith. Voters will be asked to approve a tax levy of about $4.5 million, including some $4.2 million for current expense, $20,000 for capital outlay and $278,454 ' for debt service The total budget is more than $5.6 million. WILDWOOD CREST - Incumbent Margaret Lewis and newcomer Stanley Gage are seeking the two available threeyear terms. Voters are be ing asked to approve a tax levy of $1,605,343 for current expense and $5,000 for capital outlay The total budget is $2,230,732.
It is anticipated that the local school tax will in crease about 2 6 cents, from 79.9 cents per $100 of assessed valuation to 82 5 cents per $loo of assessed valuation WEST WILDWOOD Incumbents Esther Wheaton and Marguerite Hays are running for two available three-year terms. Voters are being asked to approve, a tax levy of $114.563 in support of the total $150,447 budget NORTH WILDWOOD Three' meumbents. Craig Garrabrant. Richard Vance and Frank Turse. are running unopposed for three available three-year terms A tax levy of $1,453,449 is being sought to support the district s $1,806,205 current expense budget The total proposed budget is $1,856,205. It is anticipated, based on new pr’operty assessments that the local school tax will decrease 1.23 cents per $100 of assessed valuation STONE HARBOR In cumbent Douglas V Stan ford is running for the one available three-year term The amount to be raised by taxation is $400,000 in sup port of the district's total $519,882 budget The school tax rate is expected to remain the same as last year, nine cents per $100 of assessed valuation. AVALON — Incumbents Brian B Campbell and William K Soens are runn ing for two three-year terms The district's total proposed budget is $1,079,810. Voters are being asked to approve a tax levy of $869,537 for current ex pense and $11,400 for
