WASHINGTON. DC Congressman Bill Hughes, of Ocean City, is preparing to introduce legislation which would ban ocean

dumping in the so-called "New York Bight" area. 12 miles off the New Jersey coast Hughes said the shut down of the 12 mile site is the first in a series of steps which he hopes to lake this year to bring an end to all harmful sludge dumping in the ocean and begin clean ing up the marine - environment The South Jersey lawmaker announced his plans during a hearing of the House Merchant Marine and Fisheries Com m it tee. which is consider . mg a reauthorization of the Marine Protection Research and Sanctuaries Act Hughes said the new legislation is needed because the Knvironmcntal Protection Agency still refuses to implement the ocean dumping law which
