In Cape May: Blue fish Quotas? Tune in Tomorrow
CAPE MAY - The MidAtlantic Fishery Management Council 'will hold three public hearings on a proposed coastal management plan for the biuefish fishery The initial hearing will he held tomorrow at the Golden Eagle Motel in Cape May at 7 p.m. The development of a blue fish management plan began in 1981 in respoase to concerns about the development of a major commercial biuefish fishery for the export market Last year, after several foreign markets were established relative to the purchase of biuefish, several large gill-net boats from Florida moved into the Chesapeake Bay in search of biuefish for those markets Shortly after this happened, both recrea tionul fishermen and local) commercial fishermen petitioned the Virginia Marine Resources Com , mission to put an end to the* useHif gill nets to surround schools of olnefish Persons with an interest in bluefishing are urged to attend one of the scheduled hearings and make their feelings known The meeting in Cape May will he held in conjunction with the May meeting of the Mid-Atlantic Fishery Council and it will be an ex cellent opportunliy to meet members of the council and discuss the issues with them The preferred management option of the council would restrict the use of all gear except hook and line, conventional gill nets, fish traps haul seines and pound nets to fish for biuefish in the Fishery Conservation Zone IFCZ) which is between three and 200 miles offshore This plan does not include the Gulf of Mexico, where biuefish also occur U S. fishermen using hook and line, conventional gill nets, haul seines, fish traps and pound nets would be allowed to fish for biuefish in the FCZ with limit to their catches The use of all other gear to fish for biuefish in the zone would be prohibited unless a waiver were granted by the National Marine Fisheries Service Foreign nations, fishing in the 200-mile fishery zone, would be banned from keeping any biuefish The Fisheries Service could grant a waiver to gear prohibition to U S. citizens only if it were consistent with the main objectives of the plan; that is. that it provide the highest possible availability of biuefish to recreational fishermen while maintaining within limits the traditional uses of biuefish Specifically, the fisheries service would be required to maintain the historic catch distribution between both groups of fishermen and geographic areas The proposed catch distribution has been 88 percent recreational and 12 percent commercial In order to provide some growth for the commercial fishery, while still protecting the recreational
fishery, it was determined to use a distribution of 80 percent biuefish for recreational fishermen, and 20 percent for the commercial fishermen. Operators of party and charter boats and persons
selling biuefish may be required to have permits and submit catclT reports. All vessels would be exempt from this requirement if they catch less than 100 pounds of biuefish each fishing trip.
