AVALON - Although Mayor-elect Rachel Sloan is the first woman to be elected mayor under the borough’s mayor-council form of government, she is not this resort’s first woman mayor Borough officials, and a multitude of residents, contacted the Herald and Lantern last week to make it clear that Edith Greenan, a four-term member of the governing body, served as the community's chief executive officer from 1943 to 1959. "She was appointed by the three commissioners,” according to Municipal Clerk Virginia Oler, who pointed out that at the time Greenan was mayor, the borough was still operating under the three-member commission form of government. Under this form voters do not have the opportunity to directly elect the mayor Avalon’s form of government changed to mayorcouncil in 1979. The borough's first elected mayor, Ellsworth Armacost, chose not to seek reelection this year He endorsed Mrs. Sloan. When the governing body
reorganizes July 1, Sloan, a coucil member since 1979, will join Lower Township Mayor Peggie Bieberbach as one of only two female mayors in Cape May County. Bieberbach, however, like Greenan, was appointed mayor by members of the governing body. Lower Township has a Committee form of government, where the mayor is not directly elected at-large by the voters.
