Cape May County officials have tjeen urged to support a proposed state "booxe tax" even though it's been watered down by amendments in Trenton Now known as A3468, the legislation would add a 6 5 to 7.3 percent tax which Richard Woolston of Dennis Township, vice president of the county council on alcoholism, called a M user fee since the people who drink the most will need it most." He said the tax would amount to “15 cents on a quart of Cutty, a nickel on a six pack," but would net an estimated $10 million statewide, of which a little more than $100,000 would come to the county for rehabilitation and education. The council hosted area legislators at a breakfast meeting in Burdette Tomlin Memorial Hospital

last Thursday. Officials pointed out that Cape May County has the state’s highest alcoholism rate. Its 13.6 percent is double the state average of 6.6. percent. Nevertheless, the county has no alcoholic rehabilitation center and little likelihood it will get one, Woolston said. He said Cape May County is pit^ bably the only county in the state without a detoxification center, the first step in controlling the disease. In the meantime, council officials said, centers in Cumberland and Gloucester counties are limiting admissions and turning away indigents. They, said the council, located in the hospital, is, handling 30 to 35 consulta- ■ lions a month. - Hospital administrator • William H. Waldron III < 1 called the five-month-old*

program an “instantaneous success." It is funded by a $25,000 grant from the Division of Aloholism of the state Department of Health and an in-kind match of space, supplies, utilities etc. in the hospital. Dr. James Manlandro, council president, whose efforts led to its formation, K inted out that the county d been part of the sevencounty South Jersey Council on Alcoholism until late last year. The council's contract with the health department requires it to target minorities, Juveniles, women and the elderly, officials said. Buy its services are

"limited", Woolston said, "by lack of funds." He said New Jersey, although ninth in size, ranks 34th in dollars spent to fight alcoholism. The council's twomember staff conducts one-on-one consultations, educational programs at schools, in-service training at hospitals, and intervention programs for employers as "a alternative to firing someone", Woolston explained. "You’ve spent a lot to train a person,” he said. “Rehabilitate him and you’ll have a much better employe than hiring and training a new one. It's good; sound business practice.”
