STONE HARBOR - An all-day celebration is plan ned for the borough, begin ning with opening ceremonies at 9 a m and concluding with the Big Band sound All home owners have been invited to take part in the old fashioned picnic and activities sponsored by the chamber of commerce, starting 9:45 a m at the athletic fields. 82nd and Second Ave. EVENTS INCLUDE races, a decorated bike parade, home run derby, sand sculpture contest, and frisbee contest. Prizes will be awarded for first, se cond, and third place in each event and age cagegory The day will wind up with The Serenaders of Wilm ington, Del., presenting the Sounds of the Big Bands 7:30 p.m. at 96th St. and the Beach parking lot
