DUFFY PETERSBURG - Upper Township book.wArms won't have to tuvel to devour their fayorite magazines or digesj|a new novel if the county freeholders have their way The freeholders voted 4-0 last week to commission architect Carmen La Rosa's design for a new branch of the county library here, across Route 631 from the Upper Township Middle School Freeholders' Director An thony Catanoso abstained from the vote, he said, because La Rosa is his nephew La Rosa, who had designed the county's Lower Township library branch, offered to plan the Upper Township branch for a 6.5 percent (of cost) fee if the new plans were based on the Lower Township design If a new design were required. I^a Rosa asked for an eight percent fee The freeholders decided to have the Upper Township branch built according to the Lower Township design According to Freeholder James Kilpatrick, who proposed the architectural contract, $750,000 in bonds had been issued to finance construction of the Lower Township library branch, but the project actually cost less than $700,000 Based on the latter figure, he said, the county plans to apply for a $300,000 or 50 percent grant to build the Upper Township branch T II E C O U N T Y LIBRARY, however, stands 15th in line for the grants being allocated by the New Jersey State Library as part of a jobs bill for communities with high levels of unemployment, Thomas Leonard. Besides the Lower Township branch, the county's main library in Court House operates branches in Sea Isle . City. Avalon and Stone Harbor, so an Upper Township branch would become the sixth library in the system.
