OCEAN CITY — Second Lt. Glen B. Downey Jr., son of Glen B. and Sharon L. Downey of 414 Gardens Pkwy, has graduated from U.S. Air Force pilot training, and has received silver wings at Columbus Air Force Base, Miss.

The fully-qualified pilot will now fly the B-52G with the 60th Bombardment Squardron at Andersen Air Force Base, Guam. He is a 1982 graduate of the U.S. Air Force Academy, Colorado Springs, Colo.

* Development Plan Ruled Out

NEW LISBON — A state administrative law judge has upheld a Pinelands Commission staff decision prohibiting the construction of a 4,500-unit housing development in a forested portion of Ocean County. Judge Beatrice Tyliki’s decision was affirmed by the 15 member Pinelands Commission at its June 3 meeting. Administrative law judge findings on staff decisions may be accepted or rejected by the commission. Judge Tyluki recently ruled that the developer, ROC Development Corporation, was not eligible for an exemption from Pinelands Plan building density standards for a 4,500 unit retirement village on a 1,106 acre tract in Manchester Township
