WASHINGTON DC - The House Subcommittee on Coast Guard and Navigation has voted to approve legislation cosponsored by Congressman Bill Hughes <D-NJ>. which would establish a federal framework for compensating those who suffer
damage or economic loss as the result of an oil pollution incident Hughes said the legislation would create a privately-managed trust fund financed by a 1.3 cent per barrel fee to make cer tain that funds are avail able to provide compensa
lion to victims of oil pollution damage, and to assure that funds are available quickly to pay for cleanup of oil spiils At the same time, the bill consolidates several federal oil pollution liability and compensation laws into a single statute Hughes, who sponsored similar legislation in the last two Congreves, said that the bill is a reasonable approach to the continuing problem of assuring that victims of oil spills are adequately compensated for harm or loss of income which they suffer.
Volunteer Aid Sought

basic training.
Bowers will now receive specialized training in the voice processing field. He is a 1982 graduate of Middle Township High School.
