Prosecutors Settle in Time To Stayt Negotiating Again

DUFFY COURT HOUSE - Labor negotiators for Cape May County and union personnel in the county Prosecutor's Office have signed a new contract just in time to begin hammering out a new agreement. Since January, 1982, detectives and investigators of Local 59, Police Benevolent Association, have been working under the terms of a contract which expired in late 1981. They have been negotiating with the county since Nov. 5 of that year. Those talks continued until April, 1982 when an> impasse was declared and a state arbiter called in to ar-
range a settlement. Both sides recently endorsed a new pact based on arbiter Julius Malkin’s decision. That retroactive two-year contract expires Dec. 31, however, so negotiations toward a new agreement must begin almost immediately. According to Investigator Sharon Capizzi, one of the PBA negotiators, she and her co-workers will receive an average 7.1 percent increase under the latest agreement but "it was idividualized" regarding salaries because of the small number of personnel covered by the pact — three investigators and five detectives. She said the impasse developed over the salary issue and that the county had hoped for a longer term agreement. Capizzi, though, was happy with the contract. "Basically, I would say, both sides were pretty pleased with it,” she said. "It was fine- because it was split," said the investigator, referring to the agreement and Malkin's decision to split the difference between the 8 percent salary increase which the PBA wanted and the 6 percent hike offered by the county. Under the terms of the agreement, Willis confirmed, the investigators and detectives will receive the same health insurance, holiday, sick time and longevity benefits provided other county employes. The only probable difference in th£ PBA benefit package might be the $475 annual allowance for each members’ clothing, she said. CAPIZZI and investigator James Rybicki received $1,900 salary increases for 1982 and $1,800 for 1983, raising their 1981 pay from $17,000 to $20,700 this year. Detective Robert Elwell, who was not part of the bargaining unit this year, received a $1,500 pay hike for 1982, bringing his 1981 salary of $27,045 to $29,895. Brennan, who retired March 24, received a $1,500 salary increase for 1982 and $1,600 for 1983, raising his 1981 rate from $25,245 to $28,345. Three other detectives, Donald Nelson. Todd Pierce and Andrew Vaden, received $1,500 pay hikes for 1982 and $1,600 for 1983, increasing their respective 1981 salaries from $22,525-$25.625. $23,203 $26,403 and $25,245-$28.345.
