Shore Bond Issue Stirs Up a Storm

A 150 million shore protection bond issue now stalled in the State Senate has drawn widely varied reactions from its sponsor, Sen. James R Hurley, and his Democratic opponent. Christopher Riley of Millville. Riley charges that Hurley has “torpedoed efforts to place the bond issue in the ballot by refusing to negotiate in good faith on amendments.” Hurley, in defense Of his plan, says that the bond issue .would make New Jersey eligible for another (50 million in federal funds to protect the state's beaches. HE POINTED out that three congressmen representing the coastal region, including Cape May-Cumberland's William Hughes, have endorsed the bond issue. If the issue is not approved, the congressmen warn, the state could lose most of a (50 fnillion shore protection package. “The secret that I am sure shore communities are not aware of,” said Riley, “is that his shore protection bond bill does not guarantee one single cent of state aid to local shore protection projects. Hurley would have the state borrow money and lend it to local governments, having the taxpayers pay these loans back.” Riley says that the state match under Hurley’s plan would be at the discretion of the state Department of Environmental Protection, which “has never had our local communities as its top priority." Hurley pointed a finger in the opposite direction, saying that last month, the * Democratic leadership in the Senate proposed a series of amendments that would destroy the proposal. The amendments would "jeopardize the chances of the bond issues ever appearing on the ballot by requiring that other bond issue proposals be placed before the voters as well,” Hurley said. His roposal. he said, would provide (35 million in grants to cover up 75 percent of the cost of a beach protection project. The remaining (15 million, he said, would be loaned to counties and municipalities and could serve as the local match for a project.
