Trainiiig Program Launched

WILDWOOD — The crea tion of the Job Training Partnership Act (JTPA) program in New Jersey, which went into effect Oct. 1, represents tM^first attempt by state government to create careers for state residents, rather than simply to create makework temporary jobs, said Assemblymen Guy F. Muziani and Joseph Chinicci, R-Ist District, Cumberland/Cape May. “The new program, which replaces the CETA jobs program, is aimed specifically at training workers to qualify for jobs in new, expanding fields.

rather than merely making jobs to provide temporary employment, as the CETA program all too often did," Muziani said. Atlantic and Cape May Counties will be sharing (4.3 million in funding. New Jersey has received the praise of the federal government, which is supplying most of the funding for this program. In his remarks at ceremonies finalizing the planning stage for the program, U.S. Labor Secretary Ray Donovan called New Jersey’s transition from CETA to the new training program “outstanding”

and recognized Governor Kean's efforts to personally oversee the project. "This program, which will operate with $82 million the first year, should provide job training for 47,000 state residents", Muziani said. Muziani continued by saying "We have learned from hard experience that a temporary job does little.to promote the life-time well being of workers who participate. Only 15 percent of all CETA workers actually received permanent jobs.” "Governor Kean and President Reagan have designed a program where state, federal and private money and commitment will go directly into providing training. Rather than mimicking the CETA program, where 82 cents of every dollar was earmarked for administrative costs and stipends, the JTPA will place a minimum of 70 cents per dollar in direct training,” Chinicci added.

Everyone receiving non-service-connected benefits will be receiving an income questionnaire card; as well as dependent parents. The cards will be different this year, from any other year.
