Evans: ‘Look at the Buildings
(From Page 20) He defends the rising cost of county government by saying “most of it is mandated by the state, and local people who want all the services. If there’s any way to cut it, come in and show us how to do it." HE ALSO DEFENDS this year’s controversial proposal — later dropped — to hike the freeholders’ annual salary from $12,000 to $15,000. “I think the freeholders are deserving of a raise," be said “and are going to get it somewhere along the line. The magnitude or when I have not arrived at.” He also differs from Sturm on the county airport operation, the county’s liability at the airport, and on solicitor Albert M. Ash. StuFm has criticized Catanoso’s airport operation as being top heavy in manpower and too costly. “I look at the airport as a facility that has to be available to the many people that fly in to the resorts,” he said. "While they’re here, they’re spending money.” AS FOR STURM’S concern that the county, since its employes give advisory information to pilots, could be liable in the Sturm: Growth Is the (From Page 20) "If I’m reelected," he said, "I’ll explore this with the Bridge Commission. ” STURM. AND the other four freeholders were lambasted early this year for proposing to hike their annual salary from $12,000 (a figure set in 1980) to $15,000. They discarded the idea "It hasn't come up again." he said, "but it will probably be considered in ’84." He also was criticized for negotiating, along with running-mate Ralph Evans, a $540,000 price for the Cape May County Savings and Loan building in Couri House, even though the county appraiser said it was only worth $400,000. "We drove the best deal for the taxpayers that we could," said Sturm. Responding to news media complaints that the freeholders schedule frequent
event of an accident, Evans said "the pilot is the responsible person. The wily thing our people give the pilot is the active runway and the wind velocity and direction." But he said he agrees that Sturm should be able to get a legal opinion from Solicitor Ash on the point. Sturm’s been asking for over a year, and voted against reappointing Ash to the $69,000-a-year job. "I like Mr. Ash," said Evans, who supported him “Here’s a man that wants a year and a half until he retires. I couldn’t see dumping him.” Evans also supports with more enthusiasm than Sturm a 'centralized dispatch for fire and police. "I COME FROM a rural area,” said Evans. "Ninety percent of the county is rural. If you come upon an accident in Swainton or Clermont, who would you call? The bottom line is, a central or ‘911’ number could save many lives. It may cost a quarter of a million dollars to set up. but you can’t put a pricaron a life. "I think it will come while I’m still a freeholder," he added. Evans was born in Wildwood and reared Key he added, but I'm not convinced the time is now." In his first six years as a freeholder. Stumi did the county’s labor negotiations It has since hired attorney Lawrence Pepper. who also is Cumberland County Republican chairman. So far this year, the county has paid Pepper $29,381. “I believe it’s necessary-." said Sturm. “This requires more legal expertise and Pepper is an expert in the field of labor relations. And it requires an unbelievable amount of time." STURM HAS LONG questioned whether the county would be liable in the event of an airplane disaster at its air field. He said he asked county Solicitor Albert M. Ash for an opinion "a year and a half ago,” but has received no reply. Earlier this year, Sturm voted against

private meetings closed to the public, Sturm said they usually deal with personnel or legal matters and are permitted under the state's Open Meetings law. "I am accessible and open,” he said. A CENTRALIZED dispatch system for police and fire departments in the county "can be done, but it takes all to agree,” said Sturm. "I favor it provided everybody goes on board. I see the efficiency, but there is an aversion by local bodies to join in. "Nine new municipal buildings with public safety (space) have been built in the last 15 years," he said. “Most include dispatch systems. Now we’re supposed to go back to the same guys and ask them to centralize?” “It’s something whose time will come,"
reappointing Ash, who makes $69,000 a year. "I’m not satisfied with his performance on the job," said Sturm. Sturm, 51; was born in Barnegat City and came to the county at six months. He and his wife, Rosalie, have five children, ages 12 to 26. He graduated from Middle Township public schools in 1949 and has attended the University of Maryland and the evening division of Rutgers University. He has taken courses in business administration, labor relations and municipal finance. He's assistant manager of distribution services for New Jersey Bell. “I think I’m deserving of reelection," said Sturm. "I work at the job. I love it. and I feel I have much to offer the people of the county."
in Swainton, graduating from Middle Township High School in 1945 with a diploma awarded automatically after he joined the Navy in 1944. He worked for and learned from , two Germont builders, George Chavanne and Horace (Bud) Lloyd before opening his own firm in 1951. He lias employed as many as 20, but, he said he has reduced his work, and his staff to three, “so I can do the freeholder job.” ^ He also owns 14 rental units. Evans is married to the former Grace Wilson tof Vineland and they have three grown children. HE GOT INTO POLITICS as a GOP committeeman, then leader, in^tone Harbor, and made his first run for county office at the age of SO. "
“I attribute my first win to the name Evans' cause my dad was so well known •and my mother is so well known,” he said His father, who died last year, was supervisor of roads in the county. His mother. 81, lives in Court House and has been active in the PTA and Red Cross'. The affable Evans greets all county employes as he strolls the courthouse corridors and shows why he’s earned the title “the kissing freeholder.” ' He is also unassuming. Told that this biography in the county’s newest "directory” is identical to the last two years, even to the point of incorrectly stating: "Starting (instead of concluding) second term as freeholder in charge of Building and Grounds ..." "I didn’t even look at it to tell you the truth.” said Evans.
