SWAINTON - An innovative program to explore the recreational and open space uses of the county’s new sanitary landfill has been undertaken by the County Municipal Utilities Authority. “Although the opening of the new regional landfill will not occur until next spring, now is the time to begin deciding what specific types of recreational and open space uses are compatable and desirable for the near term and long term development at this site," said Charles Hathaway, MUA chairman. “Our authority is not in the parks business but if we can develop our landfill and its buffer zone in a way that will permit its multiple use and reuse by the County Parks Commission or by the host communities, we need to know the directions we should take." A GRANT FROM the New Jersey Department of Environmental Protection will pay 50 percent of the $28,000 study to develop inultiple use and reuse plans for the landfill site to be located on the border of

Woodbine and Upper Township. The authority recently selected Camp Dresser & McKee Inc., a national recognized New Jersey engineering and environmental design firm, to assist with the study. A major focus of this study will be the identification and evaluation of specific plans for the revegetation and recreational reuse of the completed landfill site in 10-15 years. Possible reuse alternatives could include a par 3 golf course or a regional park. Additionally, since less than 100 acres of the 304-acre site will be committed to landfilling, approximately 200 acres of this site will also be available for potential multiple use options during the same time period that the landfilling operations are underway POTENTIAL multiple use options include such things as a nature center, riding trails and a community park. The current study will include plans for these nonlandfilling areas also. The authority’s project design team will be assisted by a special Citizens Advisory Committee. The communities of Upper Township and the Borough of Woodbine will be invited fo appoint representatives to the committee, as will the County park Commission, which is interested in the site as a future regional park to serve northern Cape May County communities. The Citizens Committee will establish guidelines for multiple-use and reuse of the landfill site and the buffer zones. It will also review land use alternatives developed by the * -authority staff and consultants and recommend alternatives for further study and development. An interagency Technical Advisory Committee will also be established to provide continuous coordination and exchange of views among interested state, county and public agencies. This committee, County Planning Board, Cooperative Extension Service, Soil Conservation Service and the MUA staff. Progress of this project, to be completed next spring, will be reported in the authority's newsletter and/or periodic news releases. Information will be made available for public review and comment in conjunction with presentations of the completed study which will be given in each host community and to the Authority Board, the Board of Freeholders and the Parks Commission. To Dedicate New Sr. Van RIO GRANDE - A new Senior Citizen Airstream Courtesy Van, a 16-passenber van which serves the dual purpose of a mobile office and a therapeutic recreational vehicle for institutionalized elderly, will be dedicated 10 a m., Oct. 20 at the Social Service Building.
