SWAINTON - William F.X. Band, vice chairman of the county Municipal Utilities Authority, says freeholder candidate James lannone’s figures on the cost of MUA operations are all wet, but the candidate stands by his arithmetic. Citing an interview with lannone printed in the Herald and Lantern last week. Band criticized the candidate’s remark: “The MUA has wasted time and money since it was formed.’' ’Such general statements are impossible to respond to and I believe that Mr. lannone owes both this authority and the public more specific information regarding such ‘waste’ in order that we can all benefit from his keen insight," said the vice chairman. “The biggest thing that comes to my mind is the Menhaden (plant) purchase," lannone obliged, referring to the MUA purchase of the plant on Route 47 as an example of the wastefulness he alluded to in the interview. "In 1981 — I believe it was April 28 — S. B. Ramagosa Inc purchased 1,000 acres (of the plant area property) from Zapata Hynie for $750,000,” lannone recalled. “That same day, he (S.B. Ramagosa Inc.) sold 83 or 88 acres for $1,402 million to the MUA.” .

Urges ‘Yes’ Vote

AVALON — At its monthly open meeting, Borough Council urged voters to pass the proposed $50 million shore protection bond issue. Passage of the bond issue would mean that Avalon and Stone Harbor beaches would undergo replenishment. Borough Administrator Andrew Bednarek noted that more than sand replacement is needed and that State Department of Environmental Protection officials indicated a willingness to review other possibilities to protect the shore community. In the meantime, borough work crews will continue hauling sand from Townsends Inlet to 15th & 18th streets where 30 to 40-feet of dunes have eroded. Most of the dune grass, which is a natural help in holding the sand, has been lost there. “It is almost impossible for municipalities like Avalon, Sea Isle and Stone Harbor to keep up the dune and beach repair alone," Bednarek noted. Councilman James Busha noted during the council meeting that there is no federal money for beach protection and if the bond issue is defeated residents will have to prepare to pay for the work. Thomas McKetterick, president of the Avalon Home and Landowners’ Association, announced to Council that the organic, boo had sent out 1,100 letters urging borough residents to get their friends and relative to support this bond issue.

HIS ARGUMENT on the Menhaden plant purchase was included in the interview. Band, also refuted lannone’s contention that the MUA "has spent more than $500 million in its dozenyears existence” and “at one point, they were spending $1.2 million a month." The MUA official conceded that its billings “have been running as high as $1.2 million per month’ put "one should not be unduly alarmed by this figure since the major portion of these costs reflect billing from construction contractors who are actively involved in the major construction activities associated with the completion of the wastewater conveyance and treatment facilities in the Cape May Service Region and on the authority’s Sludge Composting Facilities.” Actual expenditures since the MUA was created in 1972, Band added,

amounted to roughly $96.6 million — offset by state and federal grants totalling $52.9 million and $12.6 million in other income or interest. Band's figures do not include all the costs incurred and money spent by the MUA since it began operations, lannone said. The $500-million figure he cited “is what they're projecting" for overall costs, he said of the MUA. "That’s correct,” lannone concluded. "And that’s an awful lot of money.” Nevertheless, Band argues that "Surely it would be impossible for Mr. lannone to knowingly state that this authority ‘...has spent more than $500 million’ since he had the CMCMUA audit report and since he himself has already noted that recent maximum monthly expenditures have been running approximately $1 million per month."
