SIXTY PERCENT of Lower’s 8,545 registered voters cast their ballots for either Democratic Mayor Peggie Bieberbach or her GOP rival, Sam Stubbs, last week but that percentage is deceptive. Bieberbach won reelection to the township committee with 2,627 votes; Stubbs collected 2,533 votes but 3,385 registered voters ^ did not select either candidate in the race. ••• OF THE 5,160 voters who tipped the levers in the Bieberbach-Stubbs faceoff, many did not vote on the charter change question that asked them if the township committee should be replaced by a councilmanager government. Fifty-one percent of those registered voted on the question, 2,838 for and 1,521 against. Hie issue was decided by 1,317 voters — 15.4 percent of the local electorate. “I WILL NOT RUN in May,” Bieberbach confirmed last week. After her victory was tallied Election Night, the mayor announced that she would probably not seek election to one of the five council seats to be contested during May elections called for by the charter change. Arguing that Lower residents “voted for a complete chafige” by approving the ballot question, the mayor stood by her decision a few days after the votes were counted. Content to watch the council-manager system operate from the sidelines, Bieberbach said “I’m not closing the door” on a bid for election to the township council “possibly by the next election (in 1985).” “I have a feeling it’s going to be very costly,” she said of the new government. “I hope I’m wrong.” ••• “WITH THE APPROVAL of t he charter ... I feel we have laid the groundwork for a truly credible government and, come May ..., I will once again be on the campaign trail for a seat on the newly formed council,” Stubbs wrote in a recent letter to the editor, thanking voters and GOP campaign workers. He first announced his intention to run for a council seat during an interview published in the Oct. 26 edition of the Lantern. *»• WHILE STUBBS and Bieberbach have made their intentions known, other potential candidates are formally undecided. Township Committeemen Thomas Clydesdale and Robert Fothergill said last week that they have not yet made up their minds about running in the May council race. GOP committeewoman Phyllis Genovese said “I haven’t made any plans for it” while Republican Joseph Davis, Stubbs’ opponent in the primary, said he definately will not run. Genovese predicted that more than 10 candidates will run for the five council

seats. i
