Recycling Center Given Another Look

SWAINTON - A the Nov. 9 meeting of the Cape May County Municipal Utilities Authority, Commissioner James Busha raised concern about the authority’Solans to construct a recycling center. "My concern is that after we build the recycling center, it may be underutilized or not utilized at all,” Busha said. “There’s nothing stopping municipalities in this county from collecting their recyclables and selling them themselves.” Ted O’Neill, solid waste manager, expressed the opinion that the MUA must define the nature of the rebate program it will offer to participating municipalities as an incentive to recycle. "THE MUA HAS been able to consistently negotiate excellent prices for recyclables even when the market has been down because we can offer brokers a large volume,” O'Neill said. “I don’t think Individual municipalities would be able to secure similar prices for their recyclables.” Commissioner Roy Gillian said that more county municipalities will begin recycling to reduce the cost of landfilling. ‘‘But there’s no guarantee that they’ll recycle through us,” Gillian said. Busha added that the MUA should provide recycling education, but said he was unsure if the

authority should also take responsibility for the t^tal recycling effort. "I RECOMMEND that we talk to the various communities involved before we make any definite plans about a permanent recycling center, Busha said. “We need more of a com mitment from these communities before we build.” The commissioners agreed to review the situation at a work session prior to the authority's next regular meeting./ In other buapess MUA Executive Direclor George Marinakis reported that the MUA held a pre-bid meeting with contractors planning to bid on the landfill construction contract to review the specifications. “The session was very beneficial for the nine bidders who participated," Marinakis said. Approximately 25 contractors and suppliers have requested the bid specifications. Marinakis added that the information session should eliminate confusion during the bidding process. Commissioner William F.X. Band said the pre-bid meeting was an "excellent idea" and complimented the MUA staff for scheduling it.
