Measure Beefed Up

Washington, D.C. — The House has voted to strengthen the federal laws against the sexual |fcploitation of children by approving the Child Protection Act of 1983, H.R. 3635, coauthored by House Crime Subcommittee Chairman Bill Hughes CD-NJ) and ranking Minority Member Hal Sawyer (R-MI). Hughes noted that, since passage of the first Child Protection Act in 1977, there have been less than 50 federal prosecutions under the statute. “In drafting this legislation, we hhve pinpointed the loopholes in the law and worked to close those loopholes," Hughes said. Stiffer fines — $100,000, up from $10,000 for the first offense and $200,000, up from $15,000 for a subsequent offense — would be allowed. The bill also raises the age of children protected by the law from 16 to 18 years of age. Similar legislaUon was approved by the Senate (S. 1469) earlier this year. The House and Senate must now work out the differences in the legislaUon prior to sendmg a bill to the President^ desk for signature.
