“We are committed to a county-wide recycling and source separation program in Cape May County, but we will not initiate this program until we are assured that a substantial percentage of our residents support it,'’ said Charles B. Hathaway, MUA chairman. “If the required number of municipalities agree to the concept, the MUA will provide a county-wide recycling facility six months after the effective date of the resolution,” the chairman added. MUA executive director, George Marinakis said that under the resolution, all organizations, businesses and municipalities which establish an account with the authority for use of the sanitary landfill and transfer station will be eligible to participate in a Recycling Credit Program. They will receive credits toward their solid waste disposal fees by recycling mixed glass, paper and aluminum and delivering those materials to the recycling * center. Other materials such as office paper, corrugated paper, and used oil will also be accepted but will not earn credit at this time. The recycling credit will range from 50-75 percent of the base tipping fee or approximately $11.50 to $17.50 per ton depending upon the number of materials which are recycled. "IN THE EVENT-that the total revenues received by the authority from the sale of recy/clable materials exceeds the total annual recycling credits plus the authority’s actual costs for operating the recycling program, exclusive of administrative and overhead cgsts, the remainder will be credited to each municipality and nonmunicipal solid waste disposal account based on total tonnage of materials delivered to the authority during that year,” Marinakis said. Other aspects of the program outlined in the resolution include the MUA’s commitment to: • continue to secure

guaranteed, long-term market agreements for the transportation and sale of recyclable materials; * • continue to develope and carry out a countywide public education and information program on recyclings • continue to engage a permanent county recycling coordinator to manage the authority’s participation in the cooperative recycling program; • certify the quantity of recyclable materials collected and recycled from each community as needed to qualify each community for rebates under the state Recycling Act; • conduct an on-going research, development and planning program designed to identify, promote and support expanded source separation and recycling by the county’s residential and seasonal populations, by private business and industries, and by public agencies and institutions when such programs can be shown to be both feasible and effective; • credit the participating municipality’s solid waste disposal account a specific dollar value for all acceptable recycling materials delivered by the participating municipality to the authority’s recycling center or drop-off point. Marinakis said the authority will periodically review both the specifications for all approved materials and the credits offered. The resolution also sets requirements which participating municipalities must adhere to in implementing their local recycling program.
